United Nations Development Programme (UNDP) is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life.

UNDP Climate Change and Environment Portfolio’s strategy is focusing on promoting change at scale through investing in national capacity to respond in addition to piloting and prototyping development solutions that have the potential to lead to transformational change. Also, a key element of the strategy is to apply the integrated ecosystem approach, to help establish mechanisms to value ecosystem services with a view to address the market failures to fully reflect the true value of ecosystem services.

The portfolio strategy requires the establishment of programmatic partnerships, as a cross-cutting area, ‘with different ministries, international organizations (inter alia UNEP, EU, UNIDO, WB, EBRD and FAO), universities and CSOs, collaboratively adding value to the ongoing work of these stakeholders in Turkey. The Climate Change and Environment (CCE) Portfolio focuses on three programmatic areas that complement each other: 1-Natural Resource Management contributing to sustainable environment management and conservation of natural resources in production landscapes, within the general framework of the ecosystems approach; 2- Climate Change and Disaster Resilience (including chemicals and waste) strengthening institutional capacities for analysis and risk management for resilience with a specific emphasis on climate change, and 3- Cooperation with relevant stakeholders to promote energy efficiency and renewable energy.

“Identification and Remediation of Contaminated Sites with POPs Project” under CCE Portfolio is funded by European Union under IPA Programme and will be executed by UNDP in partnership with Ministry of Environment and Urbanization, the General Directorate of Environmental Management in Turkey. The project aims to improve environmental protection and the quality of life of citizens by protecting human health and environment from adverse effects of Persistent Organic Pollutants (POPs) and other hazardous substances especially in contaminated sites through enhancing the implementation capacity of EU POPs Regulation and Soil Contamination Strategy. In order to achieve the project objective, and address the barriers, the project’s intervention has been organized into three components:

  • Component 1 – Technical and institutional capacity strengthening for management of POPs contaminated sites,
  • Component 2 – Identification and classification of contaminated sites with POPs and Pilot remediation activities,
  • Component 3 – Increasing institutional experience for remediation of POPs contaminated sites.

In line with the project activities, the subject consultant to perform the designing of corporate identity, planning of communication strategy implementation, operate effective methods to successfully deliver the key messages to the target groups and raise awareness on POPs and contaminated sites management.

In the view of the above, a consultant as Junior Communication, Visibility and Outreach Expert will be mobilized to provide consultancy services for the necessary components of the “Identification and Remediation of Contaminated Sites with Persistent Organic Pollutants (POPs) Project.”

Duties and Responsibilities

UNDP will mobilize a Junior Communication, Visibility and Outreach Expert to provide professional support on the fields mentioned below. His/her functions will not include managerial, supervisory and/or representative functions.

The objective of the assignment is to design a corporate identity for the Project and to prepare a communication plan to implement the Project Communication Strategy. Besides that, the Junior Communication, Visibility and Outreach Expert shall design a communication plan to raise awareness on POPs and other hazardous substances and contaminated sites with POPs, enhancing capacity of EU POPs Regulation and Soil Contamination Strategy, National POPs Regulation, and National Regulation on Control of Soil Pollution and Sites Contaminated By Point Sources. In addition, the Expert is expected to be responsible from managing relations with the video shooting companies, and the approval processes with the Ministry of Environment and Urbanization with regards to communicaitons/visibility materials. There will be 10 high-quality documentary style short movie (water cycle and POPs video, POPs stockpiles video, etc.) within the scope of the project. It is also expected that the expert may also provide video shooting through good quality equipment and to enable making video in 4K quality to fulfil the obligation of the producing within the scope of the Project Communication Strategy.

The assignment will cover improvement and management of the project website, producing written content, and developing and visibility activities, all highlighting the overall objective and expected results of the Project and key messages to the target audience and video shooting, when necessary, in the field to ensure the Project short videos to complete in a high quality and in line with the Project targets.

Within the scope of the assignment, Junior Communication, Visibility and Outreach Expert shall perform the following generic functions (but not limited to):

  • Design a corporate identity for the Project in compliant with the EU and UNDP visibility rules and regulations,
  • Ensure regular communication with UNDP Turkey CO Communication Unit, guide and report to the TAT in line with UNDP communication & visibility rules and regulations.
  • Produce a communication plan to implement timely communication strategy as appropriate.
  • Act in line with the expectations of the Ministry of Environment and Urbanization, project targets through the guidance of Projects Coordinator.
  • Support development and management of the project’s corporate identity.
  • Support the Project Team and UNDP in establishing contacts with local and national media channels and support the media coverage.
  • Contribute the planning of, conducting and reporting of Trainings/Meetings of the project when necessary and act in collaboration with other experts of the team, UNDP and project partners.
  • Support Project Team and UNDP in the organization of project events and preparation of project’s visibility materials (promotional material kits, posters, brochures, roll-ups, banners, press backs)
  • Design, write and/or produce newsletters, articles, stories, leaflets, brochures, information for web site and promotional videos on Project beneficiaries and impact for the periodic newsletters of UNDP Turkey (New Horizons) social media accounts of the Project including key and striking messages to the target groups on national capacity building of POPs and other hazardous substances management and contaminated sites management strategy,
  • Properly archive all final design files, videos, photos and materials and submit to PMU. Ensure use of gender responsive language in written and oral presentations, all written and visual contents produced such as videos, social media posts, posters, reports, handouts, etc.
  • Video shooting, high-quality documentary style short movie and producing in 4K quality, when necessary, in the field to ensure the Project short videos complete in a high quality and in line with the Project targets.

The above-mentioned duties and responsibilities are indicative and subject to further detailing throughout the contract duration. The services required will be developed by the the Projects Coordinator and the time schedule for each assignment will be determined by UNDP in consultation with the Junior Communication, Visibility and Outreach Expert.

If required by UNDP, the Junior Communication, Visibility and Outreach Expert may be requested to provide additional consultancy services on topics related to her/his consultancies area.


Institutional Arrangement

UNDP will provide the Junior Communication, Visibility and Outreach Expert with all relevant background documents. UNDP is not required to provide any physical facility for the work of the Junior Communication, Visibility and Outreach Expert. However, depending to the availability of physical facilities (e.g. working space, computer, printer, telephone lines, internet connection etc.) and at the discretion of the UNDP in cooperation with MoEU such facilities may be provided at the disposal of the Junior Communication, Visibility and Outreach Expert. UNDP, in cooperation with MoEU will facilitate meetings between the project consultants and other stakeholders, when needed.

All document and data provided to the Junior Communication, Visibility and Outreach Expert are confidential and cannot be used for any other purposes or shared with a third party without any written approval from UNDP.

The language for all reports shall be in English with a Turkish executive summary if/when necessary. The Junior Communication, Visibility and Outreach Expert shall be solely liable for the accuracy and reliability of the data provided, links to sources of information used. The title rights, copyrights and all other rights whatsoever their nature in any material produced under the provisions of this ToR will be vested exclusively in UNDP Turkey CO.

The Junior Junior Communication, Visibility and Outreach Expert shall report to the Chemicals and Waste Projects Coordinator and work in close collaboration with the project staff. After submission of the deliverables outlined by the Projects Coordinator, UNDP may have some comments and revision requests on the deliverables. The reports shall be submitted to the Junior Communication, Visibility and Outreach Expert for final approval. The Junior Communication, Visibility and Outreach Expert shall address the comments of UNDP and shall revise the deliverables as per the comments within at most 10 calendar days following notification of comments by UNDP to the Junior Communication, Visibility and Outreach Expert. All the reports are subject to approval from the Project Manager for the clearance of remuneration / payments to the Junior Communication, Visibility and Outreach Expert.

General Qualifications

  • Bachelor’s degree in journalism, communication, audio visual design, radio television, cinema, public relations or a related field.
  • Good command of English
  • Excellent Turkish language skills
  • Computer skills on Office applications, photo and video-editing software
  • Good photography and videography skills, having camera to shoot and produce video and picture in 4K quality
  • Asset: Good command graphics packages such as Adobe Creative Clouds, CorelDraw and etc.

Professional Experience

  • Minimum 7 years of relevant general professional experience
  • At least 2 years of experience in working with public institutions, NGOs and/or international organizations.
  • Asset: More than 10 years of relevant general professional experience

  • Asset:Working experience in EU funded project

Specific Experience

  • At least 2 separate specific experience in designing and implementation of communication strategies, designing corporate identity, and public awareness raising and/or media campaign plans
  • Specific experience in producing, editing media content for printed media and website and social media accounts such as Twitter, Instagram, LinkedIn, etc. (please provide samples of your digital media work)
  • Specific experience video shooting in the field, video producing in 4K, producing 2D animations (please provide at least 2 video shooting experience and the video produced)

  • Asset: Specific experience in design and/or implementation of environment, chemicals, waste, climate change / or sustainability related campaigns

Place of Work & Travel

Place of work for the assignment is home-based. All travel, accommodation and living costs in duty station (home based) will be covered by the Junior Communication, Visibility and Outreach Expert. In case travels to other cities specified in the Project’s DoA and/or other unforeseen travel out of the duty station is needed, the travel and accommodation costs of these missions will be borne by UNDP. The cost and terms of reimbursement of any travel authorized by UNDP for the Junior Communication, Visibility and Outreach Expert must be negotiated prior to travel. The respective travels of the Junior Communication, Visibility and Outreach Expert may either be;

  • Arranged and covered by UNDP CO from the respective project budget without making any reimbursements to the Junior Communication, Visibility and Outreach Expert.
  • Reimbursed to the Junior Communication, Visibility and Outreach Expert upon the submission of the receipts/invoices of the expenses by the Junior Communication, Visibility and Outreach Expert and approval of the UNDP. The reimbursement of each cost item subject to following constraints/conditions provided in below table.
  • Covered by the combination of the above options.
