UNDP Syria – Programme Officer

Background

UNDP XB Programme is based in Gaziantep to undertake work in NW Syria. It is implementing a set of early recovery activities across the entire Syrian territories under the Whole of Syria architecture. The programme is organized around three pillars: Restoration of Basic Services and Infrastructure; Livelihoods Recovery, and Social Cohesion and Community Security. All three pillars work on area based plans in an integrated manner, and in coordination with the other humanitarian and resilience actors.

The CSO support project is one complementing intervention to support Syrian CSOs in building their institutional capacities so that civil society is better equipped to play its due role in Syria’s recovery and development. The Overall Goal of the CSO support programme is to enhance the institutional capacity and coordination of Syrian Civil Society, towards an effective and efficient role in serving and advocating for the most disadvantaged populations in Syrian. The programme intends to achieve the four following


Outputs/Results:

Output 1: Coordination among CSO networks is improved within a gender responsive common platform;

Output 2: CSOs organizational and institutional capacity is developed, including capacity to mainstream gender equality and women’s empowerment;

Output 3: Collective actions, joint programming and implementation, and sharing of resources are enhanced in the CSO networks, including actions aimed at promoting gender equality and women empowerment;

Output 4: Improved dialogue and corporation among Whole of Syria CSOs.

The CSO programme officer, is responsible support the Civil Society Strengthening Specialist in day-to-day affairs and tasks as outlined in the TOR to ensure timely and effective delivery of programme objectives and a proactive response of UNDP to changes in the country context. The key results have an impact on the overall effectiveness of UNDP´s XB work in NW Syria and in Turkey too where many of the Syrian CSOs are based. The efficient and timely achievement of project´s results will strengthen UNDP’s position as a strong and reliable development partner and satisfaction on the part of the humanitarian partners in Turkey and Syria.

Duties and Responsibilities

a) Support the implementation of the capacity building of Syrian CSOs and networks through direct interventions and work through subgrants to address the identified gaps in a well-functioning platform of coordination of the Syrian civil society in Syria and Turkey.

b) Support the development of a strategic framework for capacity building of Syrian networks, members and CSOs in general.

c) Enhance the coordination with the NGO partners community at all stages of the project for better design and implantation of the project.

d) Organize stakeholders’ meetings and workshops to come up with shared understanding about various aspects such as implementation plans, reviews, lessons learnt, and M&E framework.

e) Under the guidance of the Civil Society Strengthening Specialist, ensure effective partnership with stakeholders within UN, such as OCHA, with INGOs and donor community.

f) Coordinate activities with Syrian CSO networks, members and CSOs, and other partners in the project.

g) Document and report on the project activities including but limited to through internal and external periodic reviews.

h) Support the CSOs programme as needed in any other areas related to capacity assessment and development of CSOs.

  • Undertake any other duties as required.

o Activities and deliverables outlined in the subgrants have been implemented and achieved as per the plan.

o CSOs and their network have benefitted from project’s trainings, workshops, seminars, and expert inputs into their governance structures.

o Coordination and collaboration with project partners such as CSO network, OCHA, subgrantees, and others is promoted towards achievement of the project objectives.

Required Skills and Experience

Min. Academic Education

Masters Degree with 2 years of experience in the CSO/ NGO pereferbaly field of capacity building in humanitarian/development sectors

Min. years of relevant Work experience

Additional two years of relevant experience in the absence of Masters Degree

Required skills and competencies

Excellent reporting writing skills in English language is a must,
