  1. Background Information about the Project

IBC Kilis community center has been co-funded by GIZ and SDC (Swiss Agency for Development and Cooperation) since 01.04.2018. During the 1st project phase, protection activities such as PSS, awareness raising and social cohesion, as well as other activities on skills development, have been implemented at the center for conflict-affected Syrian refugees and host communities in Kilis.


With continued need to provide protection services to Syrian refugees in Kilis, the project extended into a 2nd phase. The GIZ and SDC co-funding is maintained during this 2nd phase – while the grants cover a wide range of different needs, overall goals meet in improving the protection of vulnerable Syrian refugees and in supporting the cohesion atmosphere between communities in Kilis. In an effort to enhance the protection expertise of IBC staff working in Kilis Community Center and Istanbul HQ, keeping also in sight staff well-being, structured capacity development measures are included as well in SDC’s 2nd  phase grant. All of these activities aim to boost the civil society’s effort to ensure the provision of protection to Syrian refugees. Therefore, IBC, with funding from SDC, will organise trainings aiming to build the capacity development of the staff from the Community Centre and HQ to provide services to the Syrian refugees.


Objectives of the assignment

The overall aim is to improve the quality of protection services provided to Syrian refugees in Kilis. Trainings will be conducted with a focus on capacity building, aiming to enhance the capacity of the IBC staff on protection, particularly for complex protection cases, case management, counselling services and international norms and standards.

As an outcome at the conclusion of the trainings, between 15 and 20 participants from the field and HQ should be equipped with the necessary knowledge on how to recognise the protection needs of the beneficiaries.

The training will be preceded by individual Pre-tests conducted by the expert, aiming to measure the baseline knowledge level of staff concerning protection topics. The expert is also expected to develop a report with recommendations for the way forward.


  1. Scope of Work and Key Tasks

2.1. Training & workshop


The expert will be responsible for the planning, development of module and conduct of the 5 different workshops for maximum 15 participants. The training should be practical and based on case studies and practical exercises.

It is expected that the workshop will provide participants with knowledge and skills on at least, but not exclusive to, the following three main sessions:


  1. a) Capacity building for the PSS and legal team (2 psychologists, 1 PSS Team Leader, 2 Case workers, 2 legal consultants, 2 translators, 2 awareness raising officers, 1 community outreach worker, Project Officer, Programs Director, Reporting and Liaison Officer, Project Coordinator):

This  session  would  provide the  context  and  introduction to  protection and  the  International

Standards on protection. The session would be cover at least the following:

Humanitarian Principles: Humanitarian context, concept of humanitarian principles,      international humanitarian system.

Protection training, included Temporary Protection Regulation; Definition of protection, introduction of cooperation between case management and protection issues (gender and age sensitive), mainstreaming protection, specific protection for elderly


Child Protection & Child Safeguarding: Introduction to safeguarding and child protection, introduction of how to work with children directly, how to do child protection and which instruments and mechanisms to use, definitions on what always to do and what never to do on child protection, risk mitigation strategies to improve current safeguarding frameworks, establish a plan to strengthen the safeguarding frameworkTo be adapted as necessary after the pre-tests by the expert.


  1. b) Capacity building on Case workers and related staff (2 case workers, 1 PSS team leader, 1 CC Manager, 1 Field Coordinator)


Crisis management: To teach participants to manage moments of communication, intervention and/or emergency crisis in accordance with the priority ranking during the case management services. The examples encountered in the field will be discussed during training to be able to bring effective solutions and introduce problem solving methods for case management.


Case Management principles and case management steps: To provide a comprehensive approach to case management, fundamental principles and each steps of case management will be discussed by sample cases. Global guidelines on case management as ref tool. To be used.


  1. c) Supervision on case management on regular basis for related staff (2 case workers, 1 PSS

team leader, 1 CC Manager, 1 Field Coordinator):

Supervision on case management aims to contribute sustainability and the quality of the protection trainings. Experts supervise difficult cases.

The main sessions will be complemented with the two additional side sessions below:


  1. d) Capacity building of translators and related staff (2 translators, 1 outreach workers): Technical translation skills: Specialized translation techniques for interpreters will be consulted within the framework of protecti Discussion on healthy communication through using correct terminology with beneficiaries and confidentiality will be provided in the workshop.


  1. e) Building resilience & wellbeing for staff (1 outreach workers, 2 translators, 1 PSS team leader, 2 Psychologists, 2 legal consultants, 2 case workers, 1 CC Manager, 1 Field Coordinator, 1 Regional Coordinator, 2 awareness raising officer, Programs Director, Project officer, Reporting and Liaison officer, Project Coordinator):


Psychological First Aid & Psychological Strength Training: Understanding PFA, introduction of best practices, how to help responsibly, providing PFA, caring for yourself and your colleagues, solving problems as a team. Individual wellbeing sessions: Individual counselling, resilience and self- protection from emotional burnout due to high stress at work

Conflict Management: Type and topics of conflict, affected groups on conflict, roles and limits of staff, how facilitators manage conflict cases encountered during case follow-up on regular basis.

During the workshop, the expert is also expected to provide the participants with relevant reference materials, which may help them in their work.  The expert is expected to meet with IBC to discuss on the duration and content of training programme to incorporate any feedback and suggestions.



2.2 Pre-post Individual tests and Report with Recommendations for the Way Forward


In order to measure the percentage of knowledge increase of IBC staff who benefitted from protection trainings, post-tests will be conducted after the trainings. As a result of the individual pre-tests (needs assessment) conducted prior to the training, as well as discussions during and after the training, the expert is expected to produce a report (max. 10 pages) outlining the main opportunities, challenges,

remaining needs and suggested way forward.



2.3. Summary of key deliverables:


  1. Undertake an online survey and individual pre and post-tests (needs assessment) for the participants to be trained.
  2. Develop interactive and detailed training modules/training session plan and all accompanying

background material for the delivery of training workshops on protection.

  1. c. Deliver an agreed number of days of training for selected staff from different departments at IBC’s field team in Kilis and from IBC’s HQ team in Istanbul (see under participants for the full list)..
  2. Develop a detailed evaluation of the modules/workshop(s) by the participants so that the workshop/training materials can be improved according to the participant feedback.
  3. As part of the training, deliver the training guidelines in addition to content and tools.
  4. f. Develop a report (max. 10 pages) outlining the main opportunities, challenges, remaining needs and suggested way forward, with recommendations for further addressing the needs in building capacity and monitoring the results and impact of technical support provid
  5. Develop training workshop report.


  1. Participants

Participants are expected from field team and HQ staff composed of:



−     The Kilis Field Team: Psychologists, PSS Team Leader, case workers, legal consultants, translators, awareness raising officers, community outreach workers, Community Center Manager, Field Coordinator, Regional Coordinator.

−     The HQ team: Programs Director, Project Officer, Reporting and Liaison Officer, Project



The total participant numbers will be maximum 15 participants.


  1. Outputs and schedule

The exact dates of the assignment will be agreed with IBC and expert prior to signature of the agreement.

  1. Remuneration and Expenses

IBC shall pay the consultancy fee to the expert as agreed between both the parties by contract agreement. All travel and local expenses shall also be included in the contract agreement.


  1. Institutional Arrangements

The Expert shall work in close consultation with IBC. S/he shall be reporting to IBC Programs Director and Project Officer.


  1. Qualifications and Experience


For this assignment, IBC is looking for the following experience


  1. a) Advanced degree in law, psychology, pedagogy, social sciences, child rights, child protection, or related field preferr
  2. b) Good knowledge of latest development in international best practices related to the topic

Knowledgeable about refugees and vulnerable groups in humanitarian settings.

  1. c) At least 5 years or more work experience on child protection system with governmental and non- governmental entities.
  2. d) Good experience in conducting workshop and management, including participatory training

approaches; Strong interpersonal skills and ability to work with intercultural groups

  1. e) Substantive experience in training and coaching in child protection and child rights domai
  2. f) Strong background and experience in reporting and assessment of child protection interventions g)  Excellent writing and oral skills in Turkish and English (Arabic knowledge is a plus)


  1. Evaluation


IBC tender committee will take a decision for contract award according to the qualifications, experience, reputation and capability of the provider, the best price will be looking for in accordance with the TOR. The compliance to the TOR is a must. Partial offers will be evaluated in line with the requested agenda.


IBC is free to cancel the tender or eliminate any provider without opening financial offer if the technical part fails to exceed.

  1. f) SDC will take part in the evaluation committee together with IB The final selection of the firm is conditional on SDC approval.
