LIAISON CONSULTANT

JOB DESCRIPTION

 

Reporting to the Director, Liaison Consultant is responsible for the following tasks:

The contract will be issued for 6 + 6 months.

 

Diplomacy Management and Networking

  • Establish and lead the STL Diplomacy Working Group
  • Support the development of STL’s diplomacy strategy
  • Map the relevant decision makers and government officials that are relevant for STL’s work
  • Facilitate access to key government officials related to STL’s humanitarian and protection work
  • Support STL in signing and renewing protocols with relevant government offices
  • When needed, facilitate STL to obtain approvals from relevant Ministries and Authorities
  • Provide guidance to STL field offices in managing their relations with province level directorates
  • Support STL Advocacy and Coordination Manager in sharing information with national and local authorities regarding STL plans, programs, implementation, and impact
  • Provide guidance to STL Advocacy and Coordination Manager in fostering relationships with key government authorities and other relevant stakeholders in Ankara
  • Support Board Members, Director or senior level staff in representing STL at Ankara level
  • When needed, accompany and/or support STL management at the local level in critical and important meetings with government officials
  • Support STL management in any other way to create, cultivate and maintain strong relationships with key government officials

 

Communication and Advocacy

  • Support the development of STL’s communication and advocacy strategy
  • Provide guidance on all relevant communication with government officials, both written and verbal as well as face-to-face
  • Share with STL management knowledge of protocol and etiquette
  • Ensure STL’s key messages are consistently presented to and discussed with key government authorities
  • Coordinate and arrange meetings for STL management with relevant government officials

 

Legal Consultancy

  • Follow key policy developments in Ankara and keep STL updated of any change in the legal framework (Law of Associations, Labor Law, etc.) that would have an immediate impact on STL
  • Advise STL on legal matters linked to government relations
  • Provide input in managing STL’s legal, reputational and operational risks

 

QUALIFICATIONS

  • Masters degree in Economics, Social Science, Business, Law or a relevant field
  • Minimum 2 years of professional experience in non-governmental organisations
  • Familiarity with Turkish government, non-governmental and
    international institutions (work experience with government institutions is an asset)
  • Solid knowledge of relevant Turkish laws and regulations
  • Knowledge of international law, rules and principles, key humanitarian actors and institutions, as well as knowledge of the operating environment are assets
  • Highly motivated and experienced in coordinating with Turkish governmental institutions
  • Ability to analyze data, develop alternatives, evaluate options and to think and plan strategically
  • Demonstrated ability to work effectively in politicized and multi-cultural settings with a wide variety of stakeholders, both internal and external
  • Excellent interpersonal, communication and representation skills
  • Excellent administration, organizational and time management skills
  • Excellent teamwork
  • Fluency in written and spoken English
  • Ability and willingness to travel domestically

 

TERMS AND CONDITIONS

The Bid Letter must be sent with the CV. Proposals will be given on a net basis in TL per day via the above mentioned business items and processes. Accommodation  and travel costs must be included in the offer if available.The validity period of the proposals must be up to the end of project period. We would  like to emphasize that it will not  be taken into consideration the shorter letter of the bide. The contract will be issued for 6 + 6 months.
