Background

In Turkey, Building Markets has partnered with Human Development Foundation (INGEV) to expand the delivery of services to refugee-owned businesses as well as local Turkish businesses working with them.

 

Building Market’s approach is three-pronged and includes training, mentorship, and matchmaking opportunities, enabling targeted entrepreneurs in Turkey to increase their commercial knowledge and help them access new contracts and investment and contribute to the local economy.

 

  I.Scope of Work

 

Task Description

 

Building Markets seeks a qualified supplier to arrange for:

  • Provide and deliver mentorship services for 150 SMEs consisting of refugee-owned businesses (vast majority of which are Syrian) and Turkish SMEs operating in Turkey.
  • Train Arabic speaking mentors to able to deliver a mentorship session.

  • Provide and deliver mentorship services for 150 SMEs consisting of refugee-owned businesses (vast majority of which are Syrian) and Turkish SMEs operating in Turkey.

The mentorship program for SMEs is split into two sections:

  • Mentorship Bootcamps
  • One to One Mentorship: Sessions

 

  • Mentorship Bootcamps
  • Bootcamps will be targeting 150 SMEs, each bootcamp will include 20 to 30 SMEs, (5-6 Boot Camps in total) mainly in the following sectors but not limited to:

Manufacturers, wholesalers and retailers, Information and communication technology, and accommodation and food services.

  • The bootcamps will be delivered in two days,
    • The first day will be covering conceptual concepts and grouping SMEs according to their needs each group consists of 5 to 6 SMEs
    • The second day will be mentoring the groups according to the topics e.g. Marketing, Finance, Operations, Human resources, and law and Tenders
  • A “Post Bootcamp Monthly Report” to be delivered, that covers the attendees, topics discussed, actions taken ( lessons learnt, or/and one to one sessions), Building Markets has the right to recommend report’s editing
  • One to two bootcamps to be delivered monthly
  • Venue and participant selection will be provided by Building Markets.
  • Bootcamps will be arranged in Istanbul, Gaziantep and Mersin. However, BM has the right to modify or change the location based on the actual operation needs.

 

  • One to One Mentorship Sessions
  • Potential candidates from the bootcamps with clearly defined challenges will receive up to Six, “One to one sessions” (estimated one hour per session).
  • The total number of one to one sessions will be between (250 – 300) sessions, Building Markets has the right to increase or decrease the sessions according to the needs.
  • Building Markets Training and Mentorship team members has the right to join randomly selected one to one sessions with the supplier..
  • Upon the completion of one to one sessions; a ”Post Sessions Report” to be submitted, including all the data about the sessions; such as name of attendees’/ mentees’ and their contact details, mentor names, duration of the session, actions taken/ to be taken, etc.. Building Markets has the right to recommend report’s editing and may provide a template for the data required..
  • The supplier is expected to plan and organize the one to one sessions, in the same time Building Markets will be continuing supervising and observing the process.

 

The supplier is expected to

  • Identify mentors, based on agreed qualifications and experience, Mentors should have a senior experience between 5 to 10 years, based on related topic and industry. BM will approve the selected Mentors.
  • Deliver an orientation session for hired mentors and program administrators to prepare them to the fullest degree to take on their mentoring roles.
  • Submit a final overall and impact report assessment at the end of the mentorship service, according to the criteria determined and methodology approved by Building Markets.

 

  • Train 15 Arabic speaking mentors to able to deliver mentorship sessions. The training program should include but are not limited to the following modules:
  • Introduction to mentoring
  • The mentoring roadmap
  • The foundations of mentoring
  • Mentoring Skills
  • Barriers and challenges to mentoring
  • Mentoring Tools
  • The mentorship planning Process

 

Target audience

Turkish and refugee-owned businesses (vast majority of which are Syrian) operating in Turkey, or any future SMEs who are interested in building their capacity and enter the Turkish eco-system out of BM network.

II.Delivery Schedule

The following payments will be processed within 30 days upon the successful completion and acceptance of each milestone by Building Markets:

(*) in the case of incomplete delivery of sessions, payment will be prorated accordingly.

A Weekly or bio-weekly check-in calls will be held unless otherwise indicated.

 

Above Milestone Due dates and payment schedule are subject to change and will be further specified at the time of contracting and as the service is provided.

In the event of delays or revised timelines, revised deadlines will be accepted following written acknowledgement from both parties. Further details on schedules, payments, and force majeure will be made available in the final contract.

III.Selection Criteria

The ideal supplier on this project is an agency or individual responsive to our specific needs, providing bespoke solutions rather than reconfigured templates. A well-established portfolio and list of customer references will aid the selection process, however, the availability of Arabic mentors will be considered a plus to the supplier profile.

IV.Terms and Conditions

General Terms and Conditions

Building Markets will review all quotes and score them based on the above criteria. Preferred and backup suppliers will be selected, after which a contract will be signed between the two parties. A Firm Fixed Price (FFP) contract will be awarded as a result of this RFQ. Under a FFP contract, the supplier agrees to deliver the product(s) and services(s) called for at the negotiated firm fixed price. The FFP contract will thus not be adjusted on the basis of the supplier’s actual costs incurred in performing the contract, which means that the supplier assumes all cost risk of contract performance.

 

Building Markets is not bound to accept any quotation, nor award a contract/ Purchase Order, nor be responsible for any costs associated with the preparation and submission of a quotation, regardless of the conduct or outcome of the selection process.

 

Building Markets reserves the right to accept or reject any Proposal, to render any or all Proposals as non-responsive, and to annul the solicitation process and reject all Proposals at any time prior to award of contract, without thereby incurring any liability to the affected supplier, or any obligation to inform the affected supplier(s) of the grounds for Building Markets’ action. Building Markets shall neither be obliged to award the contract to the lowest price offer.

 

Conflict of Interest

Building Markets takes special care to be compliant, transparent and accountable with all domestic and donor regulations, and international laws applicable to the countries where it operates.

 

Any attempts or suspicion of misconduct to influence the integrity of the procurement process, whether by Building Markets personnel or outside suppliers, will be investigated to the fullest extent. By submitting your price quotation, you accept to immediately declare any potential conflict of interest, even if cursory or unintentional, upon becoming aware of such for immediate internal review by the organization. Failure to declare such conflicts of interest, even if accidental, may result in litigation.

 

Non-disclosure Agreement and International Compliance

By submitting your price quotation, you agree that in the event of being selected to undertake this project, any team members involved in the development of said project are willing to sign a non-disclosure agreement to maintain confidentiality of data involved in website population.

 

You also agree to sign anti-terrorism and anti-fraud declaration forms, and have your name searched against an international database conducting terrorism background checks. There is no additional burden to you as a supplier; only consent is required.

V.Submission Instructions

 

Prospective suppliers must submit the following documents to expedite the review process:

  1. Technical component specifically addressing the requirements listed under “I. Scope of Work”. A short description of the approach to the Scope of Work indicated should be included.
  2. Detailed timeline and schedule of work, taking into account the milestones under “II. Delivery and Payment Schedule”. Earliest available start date to commence work;
  3. Price quote in United States Dollars (USD), inclusive of VAT and applicable indirect taxes; Detailed And Itemized Pricing, a fee breakdown of the project expenses by deliverables described in this RFP should be included.
  4. Description of Qualifications and Examples of Similar Work

Describe qualifications, related to e-learning, including an overview of qualifications and descriptions of completed projects relevant to this RFP. Provide at least one example of related work, preferably an online course module developed for another project.

5. Provide three current references and consent to contact them regarding similar work you have performed for them, including the Client name, Client Organization, Preferred Contact information (Phone/Email) and a brief description of services provided.

6. Project Team Staffing with Biographies

Include biographies and relevant experience of key staff and management personnel. Describe the qualifications and relevant experience of the types of staff that would be assigned to this project by providing biographies for those staff members.

7. Company Overview: Provide the following for your company:

Official registered name (Corporate, D.B.A., Partnership, etc.) and contact details

Key contact name, title, address (if different from above address), direct telephone and fax numbers

Person authorized to contractually bind the organization for any proposal against this RFP
