Background

In Turkey, Building Markets has partnered with Human Development Foundation (INGEV) to expand the delivery of services to refugee-owned businesses as well as local Turkish businesses working with them.

Building Markets’ approach is three-pronged and includes training, mentorship, and matchmaking opportunities, enabling targeted entrepreneurs in Turkey to increase their commercial knowledge and help them access new contracts and investment and contribute to the local economy.

   I.      Scope of Work

Building Markets seeks a qualified supplier to provide and deliver photo and video shooting and editing services.  Details are as follows:

 

  1. Scheduling
  • Schedule appointments with owners or managers of SMEs for taking photos. Contact information (address, phone, email) to be provided by Building Markets.
  • In addition to Turkish, communication may need to take place in Arabic or English.
  • Keep track of the status of appointments and report on the Building Markets online tracker.
  • Report appointment status on a regular basis until service completion.
  1. Photo and video sessions
  • Take sets of 10-15 high quality and ready for use photos at scheduled SMEs:
    • The photographer should provide at least four facility and four headshots of the owner or whom the owner delegates).
    • Headshots: Photos should be well lit, against a semi-neutral background, close enough to the interviewee, and the interviewee’s eyes are open.
    • Ensure that the interviewee is looking at the camera.
    • Facility Photographs: Photos should include the product, logo or sector of the Company That may include pictures of machines or production lines with the logo or product this company manufactures, or final product.
    • All photographs should be focused to prevent foggy/blurring of photos.
    • Ensure that all photographs represent the business to someone who may not be familiar with this business.

 

  • Depending on the punctuality of the SME owner and size of the business, a single appointment may take 45-60 minutes.
  • As requested, shoot videos at these locations, including interviews with business owners organized by Building Markets.
  • In situations where SMEs prefer to supply their own photos to Building Markets, rather than participate in a photo shoot, the Supplier is expected to edit the photos to match the standard of quality of the remaining portfolio.
  • The Supplier will provide and maintain all necessary equipment for the photo or video session. (Professional DSLR Camera, memory cards, batteries, microphone, lighting, cables, and any other equipment that may be necessary to ensure high quality media results)
  1. Editing, back up, and uploading
  • All images and videos to be backed up and uploaded in a folder indicating SME unique ID and name.
  • Images to be uploaded in high quality compressed (JPEG) format to online folder indicated by Building Markets. RAW photographs to be submitted separately via hard disk/USB upon completion.
  • Video to be uploaded in AVI or MP4 format to online folder indicated by Building Markets.
  • Photos to be cleaned and edited for a professional look.
  • Video to be offered unedited together with, if requested, edited version.
  • Minimum ten usable photos per session, with approval to be determined by Building Markets. The Supplier may provide more photos at no additional cost to ensure the minimum count is met.
  1. Location

A proposed number of SMEs in specific cities are presented as below with minimum numbers. Additional SMEs or event photo shoot sessions may be requested throughout the year.

A photo shoot or video shoot of an SME or event will be considered delivered upon the completed uploading of raw and edited pictures on online folder and approved by Building Markets. The deliverable will not be considered complete until approved by Building Markets.

  II.          Selection Criteria

The ideal supplier on this project is an agency or individual responsive to our specific needs, which has the expertise and assets to provide quality photo and digital media production.

 

Note that while Building Markets prefers to work with a single supplier, the organization also reserves the right to divide this tender and work with multiple service providers based on comparative advantage and past performance and location. Potential suppliers are encouraged to highlight areas of relative expertise when submitting their offers.

 

Prospective suppliers will be evaluated according to the following criteria:

Please note, only bids exceeding a Technical Score of 50 will be considered for financial evaluation.

 III.          Terms and Conditions

General Terms and Conditions

Building Markets will review all quotes and score them based on the above criteria. Preferred and backup suppliers will be selected, after which a contract will be signed between the two parties. A Framework Agreement (FWA) contract will be awarded as a result of this RFQ. Under a Framework Agreement, the Supplier agrees to a specific cost for a set good or service at the negotiated price. The FWA will thus not be adjusted on the basis of the supplier’s actual costs incurred in performing the contract, which means that the supplier assumes all cost risk of contract performance. Building Markets will issue Purchase Orders indicating the number and extent of the good or service requested from the agreed FWA prices. Building Markets reserves the right not to issue any Purchase Orders despite entering into the FWA.

 

Building Markets is not bound to accept any quotation, nor award a contract/ Purchase Order, nor be responsible for any costs associated with the preparation and submission of a quotation, regardless of the conduct or outcomes of the selection process.

 

Building Markets reserves the right to accept or reject any Proposal, to render any or all Proposals as non-responsive, and to annul the solicitation process and reject all Proposals at any time prior to award of contract, without thereby incurring any liability to the affected supplier, or any obligation to inform the affected supplier(s) of the grounds for Building Markets’ action. Building Markets shall neither be obliged to award the contract to the lowest price offer.

 

Conflict of Interest

Building Markets takes special care to comply with transparency, accountability and generally applied work ethics within all domestic and donor regulations, and international laws applicable to the countries where it operates.

 

Any attempts or suspicion of misconduct to influence the integrity of the procurement process, whether by Building Markets personnel or outside suppliers, will fully be investigated. By submitting your price quotation, you accept to immediately declare any potential conflict of interest, even if cursory or unintentional, upon becoming aware of such for immediate internal review by the organization. Failure to declare such conflicts of interest, even if accidental, may result in litigation.

 

Non-disclosure Agreement and International Compliance

By submitting your price quotation, you agree that in the event of being selected to undertake this project, any team members involved in the development of said project are willing to sign a non-disclosure agreement to maintain confidentiality of data involved in website population.

 

You also agree to sign anti-terrorism and anti-fraud declaration forms, and have your name searched against an international database conducting terrorism background checks. There is no additional burden to you as a supplier; only consent is required.

 

   IV.          Submission Instructions

Prospective suppliers must submit the following documents to expedite the review process:

 

  • Your Proposal, including:
    • Technical component specifically addressing the requirements listed under “I. Scope of Work”
      • Equipment list
      • Previous works as a showcase
    • Earliest available start date to commence work;
    • Price quote per session in United States Dollars (USD), inclusive of VAT and applicable indirect taxes: please note all costs (travel, transportation, insurance, accommodation, food, incidentals, supplies, translation) are borne by the Supplier and should be considered within quotations accordingly.
    • Minimum one past client reference and written consent to contract them. The reference should include the Client’s name, Organization, contact information (phone and email) and a brief description of the services provided to the Client.
    • Your company details with tax plate, your ID, and company signatories
