GENERAL PROCUREMENT NOTICE

Development and Investment Bank of Turkey (TKYB) has applied for grant financing in the amount of EUR 75.96 million equivalent from the European Development Fund (EDF) under the Facilities for Refugees in Turkey – FRIT and has received an IBRD loan in the amount of EUR 316 million equivalent toward the cost of the Formal Employment Creation Project (FEC) and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the European Union (EU).

The objective of the Project is to enhance the conditions for formal job creation by firms operating in provinces with high incidence of Syrians under Temporary Protection (“SuTP”), for the benefit of Turkish citizens and refugees.

The Project consists of the following parts:

Part 1. Loans targeting firms with high potential for job creation (€314.6 million, US$345.8 million equivalent).

  1. Provision of Sub-loans directly to eligible beneficiary Large Enterprise firms in the Selected Provinces to finance Sub-projects.
  2. Provision of Subsidiary Financing to select Participating Financial Institutions (“PFIs”) to provide Sub-loans to eligible beneficiary Small and Medium Enterprise (“SME”) firms in the Selected Provinces to finance Sub-projects.

Part 2. Grants targeting firms conditional on job creation (€70 million, US$76.9 million equivalent)

Provision of Subgrants to eligible beneficiary firms operating in the Selected Provinces, conditional on formal job creation for Turkish citizens and refugees under a Subgrant scheme, which is based on a firm’s viable business and employment plans.

Part 3. Technical and institutional support(€6.6 million, US$7.3 million equivalent).

  1. Skills building for Sub-loan beneficiary firms(€0.50 million, US$0.55 million equivalent).

Provision of capacity building activities for Sub-loan beneficiary firms under Part I of the Project, including in management practices, socioemotional skills (including, leadership, teamwork, client orientation), and financial literacy.

2. Skills building for Subgrant beneficiary firms(€1.9 million, US$2.1 million equivalent).

Provision of, needs-based, capacity-building activities for Subgrant beneficiary firms under Part 2 of the Project, including training for said firms’ employees on technical, analytical, and socioemotional skills.

3. Capacity Building for the Implementation of Sub-loans(€0.2 million, US$0.2 million equivalent).

Provision of assistance to support the implementation of Part 1 of the Project, including capacity building of Borrower and PFI staff, through the financing of goods, consulting services, non-consulting services, Training, and Operating Costs.

4. Capacity Building for the Implementation of Sub-grants(€4 million, US$4.4 million equivalent).

Provision of assistance to support the implementation of Part 2 of the Project (including communications, outreach and visibility activities), through the financing of goods, consulting services, non-consulting services, and Operating Costs for the Project Implementing Unit and the grant evaluation committee.

TheTKYB will assume full credit risk in on lending the financings to private sector borrowers under Part 1 of the project and therefore the Procurement Regulations do not apply to the procurement of goods, works, non-consulting services, and consulting services under Part 1 of the project.

The procurements under Part 2 of the project shall be done by the beneficiaries in accordance with well-established commercial practices as per paragraphs 6.46 and 7.26 of the Procurement Regulations.

All procurements under Part 3 of the Project be conducted by TKYB Project Implementation Unit (PIU).

The Project under Part 3 will finance consultancy services for:

  1. Provision of Online and/or Face to Face Trainings for Loan/Grant Beneficiaries
  2. Design of Visibility & Communication Materials
  3. On-site Compliance Audit, including procurement practices
  4. The individual consultants for PIU functions, grant assessor/s, trainer/s and etc.

Non-consultancy services for:

  1. Organizational and Logistical Services for Face to Face Trainings for Loan/Grant Beneficiaries
  2. Organizational & Logistical Services for Capacity Building Trainings to Loan Officers
  3. Production of Visibility and Communication Materials
  4. Organizational & Logistical Services for Visibility and Communication Activities (event organization/s and etc.)
  5. Organizational & Logistical Services for consultations-meetings during the calls for grant applications

Procurement of contracts financed by the World Bank/EU will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement including above mentioned consulting and non-consulting services under Part 3 will be announced as they become available, in UN Development Business online, on the World Bank’s external website and https://kalkinma.com.tr/.

For other open procurements at national level, specific procurement notices will be announced as they become available in http://www.kalkinma.com.tr and a newspaper of national circulation in the Recipient’s country or in the official gazette.
