Statement of Works

Project Title: Building self-Reliance through Initiatives that Define Growth for Economic Solutions for Syrians in Turkey (BRIDGES)

DRC Turkey is undertaking an external final project evaluation with an overall objective of ensuring evidence based revisions in DRC’s Partnership Strategy, Country Livelihoods Strategy and DRC Country Program strategy for 2020-2021, with respect to the performance of partner organizations, lessons learned and best practices. Additionally, DRC envisions that final evaluation will inform changes in programing modalities of second phase of the project in years 2019-2021.

Evaluation objectives are:

  1. Assess the relevance and appropriateness of the project design, implementation including DRC’s direct implementation and implementing partners’ activities, in relation to response modalities as well as partners’ capacity development.
  2. Assess the project design and implementation in terms of coordination, complementarity and coverage with the local capacities, network of relevant actors and authorities.
  3. Assess the project implementation in relation to participation of beneficiary communities in decision making through relevant mechanisms established by both DRC and partner organizations.
  4. Assess project’s performance efficiency, impact, effectiveness and sustainability with reference to intervention modalities and intended results, including DRC’s direct implementation and working with partners.
  5. Identify lessons-learned for DRC programming, based on findings, across all the evaluation questions and criteria and make recommendations for DRC, its partners, KFW, other stakeholders, etc.

The evaluation consultant should have the following expertise and skills:

· Extensive expertise in evaluations of complex programmes in humanitarian context;

· Extensive experience in conducting complex evaluation studies that include livelihoods programming consists of provision of skill development trainings through a market driven approach, business incubation model and grants for establishment of small businesses;

· Excellent writing and communication skills in English;

· Post-graduate university degree in social sciences or another relevant academic discipline for the team leader and at least a first degree for the other team member(s);

· Preferably familiarity with the humanitarian response to Syrian conflict and also to some extent with Turkey context
