Junior Human Resources Assistant

The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarter is organized in three divisions: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional offices, as follows: Americas; Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). Turkish Red Crescent Society is the largest humanitarian organization in Turkey, and, as an auxiliary to the government, has been playing a leading role in providing assistance to the refugees and migrants since the beginning of the Syria crisis. The conflict in Syria has now entered its ninth year with no end in sight. The crisis has created an overwhelming and enduring humanitarian suffering, displacing over five million Syrian people into neighbouring countries and other regions around the world. About 4 million registered refugees are living in Turkey, including Syrians, Iraqis, Afghan, Iranian, Somalian and other nationalities. Over 90 percent of the displaced people are living in urban areas. The Turkish Red Crescent Society (TRCS) has been providing a first-line response in all the activities related to the Syrian people and organizing its dedicated structures to receive and protect the people in need. The IFRC continues to support the Turkish Red Crescent Society in its response to the growing humanitarian needs in Turkey resulting from the Syrian and other concurrent crises.

Job Purpose

The Junior HR Assistant is responsible for providing on-going support to the HR Delegate and HR Team to ensure that all administrative and supportive tasks, including the handling of confidential or sensitive information, are conducted in a professional manner.

Job Duties and Responsibilities

The Junior HR Assistant works under the direct supervision of the HR Delegate and with the technical support from the other members of the HR department and is guided by the related HR guidelines, policies, and procedures in order to effectively perform the following tasks:


Workforce Planning

  • Follow up on e-boarding programmes
  • Maintain the organisation charts up to date


Human Resources Management

  • Prepare, process, and review a variety of documents, including employee files, payslips, onboarding and offboarding documentation
  • Handle, process, and file all HR Confidential documents.
  • Provision of overall logistic support to daily HR management, including correspondences drafting, meeting arrangement, etc.


HR Administration

  • Organise briefing and debriefing programmes for new and departing staff
  • Keep track of leave records and timesheets for all national personnel and monthly verification
  • Create email addresses for new national staff
  • Provide employment related administrative support to the HR Team

Recruitment and Sourcing:

  • Support HR colleagues in creating job advertisement
  • Conduct reference checks of identified candidates for various positions being interviewed. Give recommendation based on reference checks on various recruitments.

Other:

  • Perform any other related tasks or functions as assigned by supervisor

Education

Preferred:

  • Diploma in Human Resources, Business Administration, Office administration, or any relevant field

Experience

Required:

  • Experience of handling confidential information

Preferred:

  • 1 year experience in HR or office administration, or in any other relevant office support areas
  • Experience of facilitating recruitment and onboarding processes
  • Experience of working for the Red Cross and Red Crescent
  • Experience working with governmental and international non-governmental organizations, authorities and agencies
