A. Main Activities
The main task of the Support to Municipalities Advisor within the Participatory, Inclusive and Green Recovery for Local Public Services in the Earthquake-Affected Region (PACE) project is to support the implementation of the Technical Assistance Facility for 24 selected municipalities in the provinces of Hatay, Adıyaman, Malatya, Kahramanmaraş and Gaziantep. The objective is to strengthen municipal capacities in municipal planning and public service delivery and to contribute to resilient, inclusive and sustainable socio-economic recovery in the earthquake-affected region.
In close cooperation with the Urban and Local Development Advisor (Component Lead), the position holder designs, coordinates and monitors technical assistance measures and translates identified municipal needs into targeted capacity development interventions. The position supports municipalities in establishing transparent, participatory, inclusive, evidence-based and risk-informed planning processes and in improving the quality, efficiency and sustainability of local public services.
The position requires close coordination with municipal representatives, service providers and relevant national and local stakeholders to ensure coherent implementation and achievement of project objectives. This includes regular field missions to the supported municipalities and close collaboration with the PACE project teams in Ankara and Gaziantep, particularly with colleagues responsible for civic participation and local recovery measures.
The position includes the following tasks:
- Coordinate the planning, implementation and monitoring of technical assistance measures for partner municipalities, ensuring results orientation and alignment with identified needs and municipal priorities.
- Facilitate and accompany organisational change processes within local administrations and support the institutionalisation of capacity development measures.
- Provide technical guidance and hands-on support to municipalities to strengthen institutional capacities, coordination mechanisms and public service delivery models, including through coaching, process facilitation and advisory services.
- Develop Terms of Reference and technical specifications for service providers and consultants and ensure the quality and relevance of externally delivered services.
- Manage procurement processes and service contracts in accordance with applicable GIZ rules, procedures and quality standards.
- Coordinate the onboarding, deployment and performance management of service providers, including the planning and coordination of missions with municipal administrations and other relevant stakeholders.
- Develop, maintain and regularly update implementation and work plans based on stakeholder feedback, emerging needs, lessons learned and project monitoring results.
- Ensure effective coordination and communication with project partners and stakeholders, including the Directorate General for Local Authorities of the Ministry of Environment, Urbanisation and Climate Change, the Union of Municipalities of Türkiye (TBB), the Directorate for EU Affairs of the Ministry of Foreign Affairs, and other relevant programmes and actors.
- Facilitate cooperation between municipalities, civil society organisations and private sector actors where required to support integrated and participatory local recovery processes.
- Contribute to project monitoring, reporting, knowledge management and the documentation of lessons learned and good practices.

B.Required qualifications, competencies and experience
Education/Qualifications
- University degree (BA) in Public Administration, Political Science, Urban and Regional Planning, Social Sciences, Law or in a relevant field is required. A master’s degree or equivalent will be considered as an asset.
Professional experience
- At least 7 years of professional experience in local governance, public administration, urban development, municipal planning, or related fields in Türkiye.
- At least 5 years of professional experience in advisory services, project management, organisational development, capacity development, or public administration reform.
- In-depth knowledge of Türkiye’s public administration and local governance systems, including relevant legislation, institutional frameworks, and key stakeholders.
- Demonstrated experience in designing and facilitating institutional change and reform processes within public institutions.
- Proven experience in working with and coordinating diverse stakeholders, including municipalities, government institutions, civil society organisations, development partners, and community representatives.
- Professional experience in programmes supporting refugees and host communities is considered an asset.
Other knowledge, additional competencies
- Native in Turkish and business fluency in English is required. Knowledge of Arabic or German will be considered as an asset.
- Proficiency to efficiently use information and communication technologies and MS office applications
- Sound knowledge of project cycle management and results-based management approaches.
- Excellent advisory, communication, coordination, facilitation, and stakeholder management skills.
- Strong interpersonal, negotiation, mediation, and diplomatic skills, with the ability to build trust and work effectively in politically sensitive environments.
- Demonstrated ability to work independently, manage multiple tasks and deadlines, perform effectively under pressure, and collaborate in a highly operational team.
- Strong analytical, conceptual, problem-solving, and report-writing skills.
- Strong intercultural competence, political sensitivity, and a high degree of integrity and discretion.
