A. Main Activities

The main role of the Participation Facilitation Advisor is to facilitate the implementation of participatory processes which enable improved involvement of Civil Society Organisations (CSOs) and Business Support Organisations (BSOs) and local population, in municipal planning, decision-making, service delivery, and monitoring processes.

Specifically, he/she will support the implementation of participatory processes that bring together local authorities, civil society organisations, business support organisations, and other local stakeholders to identify local needs and priorities, co-create solutions, and develop actionable recommendations for local authorities. These recommendations are expected to contribute to more inclusive and needs-based local planning, service delivery, and recovery processes in the earthquake-affected region.

To achieve this, he/she will closely coordinate with the component lead for improved civic participation (Civic Participation Advisor) to operationalise the PACE Participation Strategy at local level, implement cluster-specific participation approaches, organise and facilitate stakeholder engagement mechanisms, support recommendation development and follow-up processes, and contribute to the adaptive management of participatory processes based on local needs and emerging opportunities. To facilitate the participatory processes on the ground, regular field visits to PACE beneficiary local authorities in Adıyaman, Hatay, Gaziantep, Kahramanmaraş and Malatya will be conducted.

Further, he/she will also coordinate closely with project staff in Gaziantep, responsible of supporting the monitoring and implementation of recovery measures and the coordination of technical assistance measures, to ensure alignment between participatory processes and broader project interventions.

 

The position includes the following tasks:

  • Facilitate the implementation of local participatory mechanisms and stakeholder engagement processes in beneficiary local authorities of PACE in Adıyaman, Hatay, Gaziantep, Kahramanmaraş and Malatya, in line with the PACE Participation Strategy and cluster-specific implementation plans.
  • Support the Civic Participation Advisor in operationalising the PACE Participation Strategy at local level, including the adaptation of participation mechanisms, work plans, and stakeholder engagement approaches to local contexts and emerging needs.
  • Support identification, outreach and mobilisation of stakeholders for effective continuation of participatory processes, and communication with local authorities, CSOs, BSOs, and other relevant stakeholders involving in the participation processes.
  • Organise, facilitate, and document participatory events such as workshops, consultations, stakeholder platform meetings, validation sessions, and other activities at local level.
  • Facilitate the co-creation, documentation, clustering, and refinement of recommendations developed through participatory processes and facilitate their submission and discussion with local authorities.
  • Ensure that participatory processes are inclusive, transparent, conflict-sensitive, and aligned with the principles of Leave No One Behind (LNOB), Do No Harm, and meaningful stakeholder engagement to strengthen the quality, inclusiveness, and effectiveness of participatory processes and recommendation development.
  • Monitor the implementation of participation activities, collect relevant data and feedback, maintain participation records, and contribute to project monitoring, reporting, learning, and knowledge management processes.
  • Identify challenges, risks, and opportunities related to local participatory processes and provide practical recommendations to the Civic Participation Advisor for adaptive management and continuous improvement.

B. Required qualifications, competencies and experience

Education/Qualifications

  • University degree (BA or MA) in Social Sciences, Political Science, Legal Sciences, Public Administration, Urban and Regional Planning, Environmental Studies or in a relevant field is required.

 

Professional experience

  • At least 5 years of professional experience in civic participation, community development, local governance, social cohesion or related projects
  • At least 5 years of professional experience in stakeholder engagement, facilitation, and coordination of multi-stakeholder processes involving public institutions, civil society organisations, communities, and/or private sector actors, preferably in international cooperation
  • Professional expertise in organising and facilitating workshops, consultations, focus groups, trainings, or participatory planning processes
  • Demonstrated experience in working with vulnerable groups including refugees and internally displaced people
  • Work experience in working with local authorities, public institutions, and civil society organisations.
  • Experience in project implementation, activity planning, monitoring, reporting, and coordination is an asset.

 

Other knowledge, additional competencies

  • Business fluency in Turkish and English is required. Knowledge of Arabic or German will be considered as an asset.
  • Proficiency to efficiently use information and communication technologies and office applications
  • Excellent facilitation, communication, negotiation, and stakeholder management skills
  • Strong interpersonal, mediation, and diplomacy skills, with the ability to engage constructively with diverse stakeholders and navigate sensitive environments
  • Convincing personality and ability to work in a difficult context and with sensitive partners
  • Strong conceptualising, analytical and thinking skills
  • Willingness and ability to undertake frequent travel within the earthquake-affected region
  • Autonomous work style, awareness of deadlines, excellent teamwork ability
  • Excellent social, mediation and intercultural skills
