Questions-Answers

Answer: A letter notifying “DEBT CLEARANCE” is sufficient for application. In addition, those who are deemed to be eligible for the grant will be requested, before signing the grant contract and before each payment, to provide the updated version of the letter concerned to the Council of Europe. The conditions stated in the grant call concern the evaluation of the application. The conditions to be fulfilled following the acceptance of the project will be defined in the grant contract.

Question: On the condition that municipalities have restructured the SSI debt and paid the restructured installments, they can receive the “DEBT CLEARANCE” paper.  If the municipality that applied for the HF30 / GRANT / TRAFFICKING grant call receives the “DEBT CLEARANCE” letter, will it be considered as an eligible applicant even though it has not paid the debt in full? If yes, assuming that the application and the project are accepted by the Council of Europe and the municipality fails to pay one of the installments of its SSI debt, does this mean that the municipality has failed to satisfy the eligibility criteria? Or, will the eligibility criteria satisfied at the application phase be taken into notice only?

Within the framework of the European Union/Council of Europe Horizontal Facility for the Western Balkans and Turkey II – action on “Strengthening the human rights protection of migrants and victims of human trafficking in Turkey”, the Council of Europe is launching a call for grants, which will be open to applications by the municipalities registered in Turkey. In this call, consortiums between different municipalities or between the municipalities and local partners (including civil society and academia) are acceptable on condition that the Lead grantee should be a municipality.

The applications shall be focusing on awareness raising activities among the groups of children (preferably primary and high school children), parents and caretakers, women, the professionals of child protection, health and education on child trafficking, labourers, trade unions, chambers of commerce and industry, disadvantaged and vulnerable groups like migrants and asylum-seekers on trafficking.

Proposals shall aim to produce an added value to the outcomes of the “Strengthening the human rights protection of migrants and victims of human trafficking in Turkey“.

The deadline for the submission of applications is 10 May 2021 (at midnight, GMT+03:00).
