UNDP positions itself as a development partner that brings global knowledge, through a multi-sectoral approach – the key comparative advantage of UNDP – and concentrates its work on 4 programmatic fields: i) Inclusive and Sustainable Growth, ii) Inclusive and Democratic Governance, iii) Climate Change and Environment iv) Syria Crisis Response and Resilience.

In response to Syria Crisis, UNDP supports the Government of Turkey to respond to this large-scale displacement through its Syria Crisis Response and Resilience Portfolio (SCRRP) to strengthen the resilience of refugees, host communities, municipalities and relevant national institutions to cope with and recover from the impact. UNDP’s resilience response strategy is to invest in existing national and local systems to ensure they can adequately serve both host and refugee communities focusing on the following three areas which constitute the three pillars of SCRRP: a) job creation; b) support to public services and c) social cohesion.

SCRRP is comprised of 8 projects as of September 2021 with a combined budget of 70 million USD which are concentrated in provinces hosting the highest number of Syrians particularly those at or near the Turkish-Syrian border. The implementing partners of SCRRP projects include the Ministry of Industry and Technology, Ministry of Youth and Sports, Ministry of Environment and Urbanization, Ministry of National Education, Turkish Employment Agency and municipalities.

Duties and Responsibilities

The Finance Officer will be responsible for ensuring that financial management and accounts are correctly maintained and operated in a timely manner and in accordance with the project plans, relevant project documents (e.g., Project Document, Description of Action, Financing Agreement etc.) and UNDP´s programme procedures, rules and regulations. This includes providing support for the preparation of project payment documents and keeping track of the payments, financial parts of donor reports and accounting reports, documents for financial audits and verification processes, communication with project teams and vendors about financial issues, preparation of periodic reports, and monitoring and controlling of project budgets.

1. Accounting and administrative support to projects

  • Be focal point for any types of audits required
  • Provide support for implementation of asset management, ensure proper recording and transfer of assets in a timely manner;
  • Provide support for monitoring and alert the due times of contracts, ensuring timely support is provided to contract management, timely amendments (when needed) etc.
  • Provide support for performing and closely monitoring direct cash transfer transactions and assist in the preparation of required documentation;
  • Responsible for accuracy of account codes entered into ATLAS and the clearence processes of the invoices before submission for payment
  • Serve as the focal point of the management of payments through Request for Direct Payment (RDP), Responsible Party Agreement (RPA) and other contract modalities of UNDP.
  • Provide support for the maintenance of the project related expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, and other entitlements are duly processed;
  • Collect vendor forms from the vendors, control vendor forms in terms of completeness, and submit such forms to the UNDP for further processing
  • Keep records, file and archive all finance-related activities and documents and maintain proper filing system
  • Ensure full compliance of contractual and financial processes and records with UNDP rules, regulations, policies and strategies.
  • Provide support for developing project budgets
  • Performing a monthly, quarterly, bi-annual and annual review of the projects’ budgets with a view to identifying and flagging any errors and/or anomalies, and advise on corrective action
  • Monitoring the status of budget utilization weekly, monthly, quarterly and annually at project component level and category of expenditure according to ATLAS classification.
  • Foresee and advise budget revisions in a timely manner and enter relevant project data into ATLAS
  • Preparation of supporting documents for payments and financial reports, preparation of all types of payments for the projects
  • Assist in monitoring the payment terms of the contracts with inputs from project staff
  • Collect, review and control compliance of all invoices with the related contracts, grants etc., submit originals/copies of such invoices and payment requests for further processing, while keeping a copy of invoices
  • Timely preparation of quarterly, bi-annual and annual financial reports
  • Provide the projects’ internal and external auditors with all information, documentation and explanations required for the purposes of audit
  • Provide support for presentation of information on the status of SCRRP financial resources as required
  • Attend UNDP delivery meetings regularly and provide information about the financial status of the portfolio

2. Capacity building

  • Organizing and providing training on accounting and financial management topics for SCRRP staff if and when required by the SCRRP Manager

Institutional Arrangement

The Finance Officer will report to the SCRRP Manager and work closely with the Finance and the Procurement Units and the respective Project Managers and project teams.

Required Skills and Experience

Min. Academic Education

Bachelor’s degree in Accounting, Business, Economics, Finance, Management or any other related discipline

Min. years of relevant Work experience

Minimum of 10 years of experience in budgeting, accounting and financial reporting

Experience using ATLAS is an asset

Previous experience in a UN Agency is an asset

Required skills and competencies

Minimum 6 years of experience in preparing reports and presenting financial information in a clear, concise manner to senior managers and to non-technical audience

Desired additional skills and competencies

Excellent command of office software, such as word processors, spreadsheets, databases

Required Language(s) (at working level)

Full proficiency in English and Turkish

Professional Certificates

Certificate of Accounting and/or Finance Expert

Notes:

  • Internships (paid/unpaid) are not considered professional experience.

  • Professional experience gained in an international setting is considered international experience.

Travel:

Incumbent is required to travel to Ankara in preparation and/or participation to team meetings and external monitoring and audit missions upon the request of the SCRRP Manager.
