Data and Reporting Officer, Critical Language Scholarship Program

SUMMARY:
American Councils seeks applications to the position of Data and Reporting Officer for the Critical Language Scholarship (CLS) Program. The CLS Program, sponsored by the U.S. Department of State, is an intensive overseas language and cultural immersion program for American students enrolled at U.S. colleges and universities. Students spend eight weeks abroad studying one of fifteen critical languages: Arabic, Azerbaijani, Bangla, Chinese, Hindi, Indonesian, Japanese, Korean, Persian, Portuguese, Punjabi, Russian, Swahili, Turkish or Urdu. The program includes intensive language instruction and structured cultural enrichment experiences designed to promote rapid language gains. By prioritizing inclusion and access, the CLS Program ensures that the next generation of America’s global leaders reflects its diversity.

Based in Washington, DC, the Data and Reporting Officer for the Critical Language Scholarship (CLS) Program assists in the administration of intensive language institutes virtually and abroad for approximately 600 U.S. graduate and undergraduate students each year, as well as recruitment and outreach activities for the program, which generates approximately 5,500 applications per year. Responsibilities include drafting regular grant reports, maintaining participant data and records in a variety of electronic formats, tracking participant records to ensure compliance with eligibility requirements, assisting in the transfer of program documents to institutional partners, accessing the program database to generate reports, managing weekly reports from overseas staff, scheduling language tests, and sending data updates to program partners and funders. The position is also responsible for working with the Monitoring and Evaluation department to collect and report key performance indicators for American Councils’ administration of the CLS Program, and for working with the Assistant Director and the Senior Outreach and Selection Officer to articulate a plan for communicating the impact of the CLS Program in communities in the U.S. and abroad.

The Data and Reporting Officer will work closely with a dedicated team of CLS staff members and report to the CLS Director and the Assistant Director. The position will require close attention to detail and the ability to work independently on multiple tasks. Frequent collaboration within the department and across the organization will be an integral component of the job, calling for a readiness to communicate with diverse groups of people. While organizational skills, attention to detail, and experience working with student records and data will be crucial for any candidate, experience and interest in study abroad and international education is also important. Limited, occasional travel may be required.

DUTIES & RESPONSIBILITIES:

  • Data Management:
  • Analyze, clean and enter data to maintain/update program databases;
  • Maintain authoritative lists of program institutes, participants, alumni and related information;
  • Provide training and operational support to program staff and partner organizations in database use.
  • Student Selection and Evaluation:
  • Assist with the design, development and update of online forms;
  • Assist in the notification process for accepted students by sending out log-in information and instructions;
  • Organize and monitor the progress of language testing and transfer test scores into the participant database;
  • Monitor submission of documents to ensure participants have met eligibility requirements;
  • Coordinate with program funder and staff to make daily updates to student rosters;
  • Assist in the transfer of data and program documents to institutional partners overseas;
  • Track the completion of post-program requirements and grades.
  • Grant Management and Reporting:
  • Analyze program data and provide summaries for program reports;
  • Assist the Director to prepare grant proposals;
  • Monitor submission of weekly reports from overseas summer staff and prepare report summaries.
  • Maintain a system to track critical health and behavioral incidents during the summer;
  • Draft and prepare regular and semiannual grant performance reports, in communication with program staff;
  • Manage consultant agreements and contracts for program components such as medical review and language testing.
  • Program Administration:
  • Respond to program requests and inquiries;
  • Prepare check requests and monitor the timely submission of invoices;
  • Organize and participate in program events, including pre-departure orientations for outbound groups;
  • Ensure compliance with document retention policies and procedures for the proper disposal of program files;
  • Other duties as assigned.

Qualifications

  • A minimum of two years of relevant full-time work experience;
  • Experience working with database applications and Microsoft Excel;
  • Effective interpersonal skills;
  • Excellent written and oral communication skills in English, and the ability to communicate with clarity and precision to diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities;
  • Interest in using data analysis and communication to support diversity, equity, and inclusion in study abroad;
  • Experience working on a diverse team;
  • Strong organizational skills and attention to detail;
  • Ability to manage multiple priorities quickly and effectively;
  • Ability to work independently while contributing to an overall team effort;
  • General financial accountability.

PREFERRED:

  • BA degree preferred, but not required;
  • Experience with SQL;
  • Experience with study abroad or in an international setting;
  • Familiarity with American higher education;
  • Experience drafting survey instruments and online forms using tools such as SurveyMonkey;
  • Demonstrated familiarity with communicating complex numerical data through writing, charts, data visualization, or other means.
