Background

The Climate Change and Environment Portfolio’s strategy is focusing on promoting change at scale through investing in national capacity to respond in addition to piloting and prototyping development solutions that have the potential to lead to transformational change. Also, a key element of the strategy is to apply the integrated ecosystem approach, to help establish mechanisms to value ecosystem services with a view to address the market failures to fully reflect the true value of ecosystem services.

The portfolio strategy requires the establishment of programmatic partnerships, as a cross-cutting area, ‘with different ministries, international organizations (inter alia UNEP, EU, UNIDO, WB, EBRD and FAO), universities and CSOs, collaboratively adding value to the ongoing work of these stakeholders. The Climate Change and Environment (CCE) Portfolio focuses on three programmatic areas that complement each other: 1-Natural Resource Management contributing to sustainable environment management and conservation of natural resources in production landscapes, within the general framework of the ecosystems approach; 2- Climate Change and Disaster Resilience (including chemicals and waste) strengthening institutional capacities for analysis and risk management for resilience with a specific emphasis on climate change, and 3- Cooperation with relevant stakeholders to promote energy efficiency and renewable energy.

The Enhancing Adaptation Action in Turkey Project under CCE Portfolio is aiming to build societal resilience by strengthening climate change adaptation, particularly at sector and urban level.

The specific purpose of this Project is to establish an enabling environment for climate change adaption in Turkey by developing the policy, technical and operational baselines, including (i) better decision making tools for national climate change adaptation policies, (ii) urban adaptation planning solutions (urban adaptation strategies and action plans), (iii) capacity building and networking activities for climate change adaptation with the EU and the international community, and (iv) a climate change adaptation grant programme to implement climate change adaptation action.

Estimated results:

  • Result 1. Develop better decision-making tools for climate resilient sustainable development.
  • Result 2. Develop adaptation and resilience planning in urban areas
  • Result 3. Develop capacity for climate change adaptation action
  • Result 4. Improve operational capacity for climate change adaptation action through a climate change adaptation grant programme.

In the view of the above, a consultant will provide consultancy services for climate change vulnerability assessments and will assist the project team with the conduction of data analyses, preparation of the National Adaptation Strategy and Action Plan (NASAP), Urban Adaptation Strategies and Action Plans (UASAPs), adaptation implementation guidelines for priority sectors and the National Adaptation Platform within the scope of the project. Duties and Responsibilities

UNDP will mobilize a Climate Change Expert to provide professional support on the fields mentioned below. His/her functions will not include managerial, supervisory and/or representative functions.

The overall objective of Enhancing Adaptation Action in Turkey Project is to build societal resilience by strengthening climate change adaptation, particularly at sector and urban level. As an important step in adaptation planning, comprehensive climate change vulnerability assessment for priority sectors at national level and four metropolitan municipalities will be conducted. This study will cover indicator based climate vulnerability assessment scoping including a synopsis of the sectors, key stakeholders, and a methodology for a vulnerability index map in line with IPCC (AR5) and provides a brief sector overview with trends, volume, affinities, opportunities, threats and uncertainties, main vulnerability factors to different climatic hazards, existing adaptive capacity, and annualized impact estimation, including any potential domino impact (within the same sector) and cascading impact (to other sectors).

The specific objective of the assignment is providing consultancy services to Enhancing Adaptation Action in Turkey Project on the fields mentioned below.

Within the scope of the assignment, Climate Change Expert shall perform the following generic functions (but not limited to):

  • Conducting climate change vulnerability assessment for sectors at national level
  • Conducting climate change vulnerability assessment for pilot cities
  • Conducting data analyses with R and NCL programming languages
  • Analyzing data on climate change for capacity and need assessments,
  • Supporting the preparation of the updated National Adaptation Strategy and Action Plan (NASAP), Urban Adaptation Strategies and Action Plans (UASAPs), adaptation plan implementation guidelines for priority sectors and National Adaptation Platform
  • Conducting analyses/assessments and preparing technical reports and other project related documents/materials
  • Conducting quality checks and editing the reports and other related documents/materials
  • Supporting other activities including but not limited to desk reviews, assessments, preparation and organization of trainings, conferences, study visits, interviews, surveys, outreach and dissemination materials, monitoring and evaluation of project activities etc.

The above-mentioned duties and responsibilities are indicative and subject to further detailing throughout the contract duration. The services required will be developed by the the Project Manager and the time schedule for each assignment will be determined by UNDP in consultation with the Climate Change Expert.

The estimated number of consultancy days that will be required are calculated as 80% of each month. However, the contract to be signed between UNDP and successful candidate will not entail a financial commitment from UNDP. The remuneration is to follow a monthly schedule (Post-level: NPSA9 with 80% time allocation).

If required by UNDP, the Climate Change Expert may be requested to provide additional consultancy services on topics related to her/his consultancies area.


Institutional Arrangement

UNDP will provide the Climate Change Expert with all relevant background documents. UNDP is not required to provide any physical facility for the work of the Climate Change Expert. However, depending to the availability of physical facilities (e.g. working space, computer, printer, telephone lines, internet connection etc.) and at the discretion of the UNDP in cooperation with MoEU such facilities may be provided at the disposal of the Climate Change Expert. UNDP, in cooperation with MoEU will facilitate meetings between the project consultants and other stakeholders, when needed.

All document and data provided to the Climate Change Expert are confidential and cannot be used for any other purposes or shared with a third party without any written approval from UNDP.

All reports shall be submitted in English. The Climate Change Expert shall be solely liable for the accuracy and reliability of the data provided, links to sources of information used.

The Climate Change Expert shall report to the Project Manager of Enhancing Adaptation Action in Turkey Project and work in close collaboration with the Project staff. After submission of the deliverables outlined by the Project Manager, UNDP may have some comments and revision requests on the deliverables. The reports shall be submitted to the Project Manager for final approval. The Climate Change Expert shall address the comments of UNDP and shall revise the deliverables as per the comments within at most 10 calendar days following notification of comments by UNDP to the Climate Change Expert. All the reports are subject to approval from the Project Manager for the continuation of monthly remuneration to the Climate Change Expert.


Place of Work & Travel:

Place of work for the assignment is home-based and Ankara. All travel, accommodation and living costs in duty station (home based and Ankara) will be covered by the Climate Change Expert. In case travels to other cities specified in the Projects DoA and/or other unforeseen travel out of the duty station is needed, the travel and accommodation costs of these missions will be borne by UNDP. The cost and terms of reimbursement of any travel authorized by UNDP for Climate Change Expert must be negotiated prior to travel. The respective travels of the Climate Change Expert may either be;

  • Arranged and covered by UNDP CO from the respective project budget without making any reimbursements to the Climate Change Expert or
  • Reimbursed to the Climate Change Expert upon the submission of the receipts/invoices of the expenses by the Climate Change Expert and approval of the UNDP. The reimbursement of each cost item subject to following constraints/conditions provided in below table;

General Qualifications

  • University degree in the field of meteorology, hydrology, engineering, applied sciences or related fields
  • Good command of English and Turkish
  • Good command of R and NCL programming languages

Asset: Advance degree (Master or PhD.) in the field of meteorology, hydrology, engineering, applied sciences or related fields

Professional Experience

  • Minimum 5 (five) years of general professional experience

Asset: Minimum 10 (ten) years of general professional experience

Specific Experience

  • Minimum 4 (four) years of working experience in in the field of climate change

Assets:

  • Project experience in climate change projections for Turkey
  • Project experience in visualizing climate model outputs
  • Project experience in climate change vulnerability assessment
