Background

Sened, is an independent non-profit organization established and registered in Türkiye (under No: 27-15-175) in 2013.

  • The name “Sened” in Arabic means “support” you could count on.

•Sened, was founded in response to The Syrian catastrophe, which led to critical situations and displacement of internally displaced people (IDPs) within Syria. The individuals who faced hardships due to factors such as repression, human rights abuses, and violence against civilians (including bombings, shelling, and sieges) and the urgent needs of millions of Syrian refugees in Türkiye. Later, our projects expanded to include support for the Turkish hosting community of the Syrian refugees. Our work spans across humanitarian sectors, with a special focus on advocating for the rights and well-being of persons with disabilities (PwDs) and their families.

Job purpose

The Disability Inclusion Senior Officer will provide technical leadership and quality assurance for disability inclusion across the project and related SENED programming. The position will ensure that non-formal education, social cohesion, community engagement and other project activities are designed and implemented in an accessible, rights-based and disability-inclusive manner. The Senior Officer will work closely with the Project Coordinator, Project Officer, programme teams and support departments to mainstream disability inclusion throughout the project cycle, including assessment, activity design, implementation, monitoring, learning and external engagement. The position will also strengthen SENED’s institutional capacity through technical guidance, staff coaching, accessibility reviews and practical recommendations aligned with relevant national and international standards.

 

Duties, Objectives, Competencies

  1. Technical Leadership on Disability Inclusion
  • Provide technical guidance on disability inclusion across all project activities and implementation processes
  • Ensure disability inclusion is systematically mainstreamed throughout project planning, implementation, monitoring and reporting.
  • Review activity methodologies, session plans, learning materials and communication products from an accessibility and inclusion perspective.
  • Identify physical, communication, attitudinal and institutional barriers affecting participation of people with disabilities and recommend mitigation measures.
  • Promote meaningful participation of people with disabilities in activities, consultations, community structures and decision-making processes.
  • Support reasonable accommodation measures based on individual participant needs.
  1. Disability-Inclusive Non-Formal Education
  • Provide technical oversight and guidance for adapting NFE activities to different disability types, functional abilities and learning needs.
  • Support NFE facilitators in developing accessible and differentiated learning materials.
  • Advise on inclusive teaching methodologies, communication approaches and classroom or activity-space adaptations.
  • Support adaptation of literacy, numeracy, life skills, educational support and other NFE activities for learners with disabilities.
  • Observe selected sessions and provide technical feedback and coaching to facilitators.
  • Help identify appropriate assistive, adaptive or low-cost learning solutions where required.
  1. Inclusive Social Cohesion and Community Participation
  • Ensure social cohesion activities meaningfully include people with disabilities as active participants rather than as a separate or passive beneficiary group.
  • Provide technical guidance for accessible youth activities, dialogue sessions, community committees, cultural activities and participatory methodologies.
  • Support staff in identifying and addressing stigma, discrimination and attitudinal barriers affecting people with disabilities.
  • Promote inclusive participation of women, girls, children and older people with disabilities where relevant.
  • Support community-based mechanisms to incorporate perspectives and priorities expressed by people with disabilities and caregivers.
  1. Accessibility and Reasonable Accommodation
  • Conduct accessibility reviews of project venues, community spaces and event locations.
  • Provide practical recommendations on physical and communication accessibility, signage, seating arrangements and participant support.
  • Coordinate with relevant teams to identify reasonable accommodation requirements before major activities and events.
  • Support accessible communication practices, including simplified language, visual materials and alternative formats where required.
  • Ensure accessibility considerations are incorporated into procurement and logistical planning where relevant.
  1. Disability-Inclusive NFE Forum
  • Provide technical leadership for disability-inclusion components of the Disability-Inclusive Non-Formal Education Forum.
  • Contribute to the forum concept, agenda, technical sessions and thematic content.
  • Identify and engage relevant disability organisations, organisations of persons with disabilities (OPDs), technical experts, practitioners and other stakeholders.
  • Ensure meaningful participation of persons with disabilities in panels, discussions, workshops and decision-making processes.
  • Support preparation of technical background materials, presentations, guidance notes and recommendations.
  • Document lessons learned and recommendations emerging from the forum.
  1. Capacity Building and Staff Coaching
  • Identify disability-inclusion capacity gaps among project staff, volunteers and facilitators.
  • Develop and deliver internal trainings, orientations and technical briefings on disability inclusion.
  • Provide coaching and practical technical support to programme staff during implementation.
  • Strengthen staff understanding of disability terminology, rights-based approaches, accessibility, reasonable accommodation and inclusive communication.
  • Promote consistent application of disability-inclusive approaches across project activities.
  1. Technical Assessment and Referral Support
  • Provide technical input into beneficiary needs assessments where disability-related barriers or accommodation requirements are identified.
  • Support teams in understanding functional barriers affecting participation and service access.
  • Advise teams on appropriate referrals to specialised disability, rehabilitation, health, education or protection services where necessary.
  • Support coordination with relevant institutions, service providers and organisations of persons with disabilities.
  • Ensure disability-related information is handled according to confidentiality, safeguarding and data-protection standards.
  1. Monitoring, Quality Assurance and Learning
  • Work with the MEAL team to ensure disability-sensitive indicators and data disaggregation are appropriately applied.
  • Support development and review of disability-inclusive monitoring tools and participant feedback mechanisms.
  • Conduct technical monitoring of selected activities and prepare recommendations for improvement.
  • Analyse implementation challenges affecting participation of people with disabilities and propose corrective actions.
  • Document good practices, lessons learned and technical recommendations for future programming.
  • Contribute to technical sections of internal and donor reports.
  1. External Representation and Technical Coordination
  • Represent SENED in relevant technical meetings, working groups, forums and coordination platforms when delegated.
  • Maintain professional engagement with OPDs, public institutions, NGOs, INGOs, universities and technical actors.
  • Exchange good practices and technical knowledge with national and international partners.
  • Support the Project Coordinator in technical discussions with donors and partners on disability inclusion and accessibility.
  • Follow developments, emerging practices and relevant standards in disability-inclusive humanitarian and development programming.
  1. Programme Development and Institutional Learning
  • Contribute disability-inclusion technical inputs to project concepts, proposals, assessments and programme designs.
  • Support integration of disability inclusion into results frameworks, activity methodologies, indicators and implementation approaches.
  • Review technical resources, guidance and evidence and recommend approaches that may strengthen SENED programming.
  • Contribute to organisational tools, checklists and guidance related to disability inclusion.
  • Document SENED’s disability-inclusion experience for institutional learning and future programme development.

 

Additional Responsibilities

  • Perform other relevant duties assigned by the Project Coordinator in line with the position’s purpose and project needs.
  • Work collaboratively across programme, MEAL, logistics, safeguarding, communications and other support functions.
  • Maintain professional conduct and confidentiality and uphold SENED’s policies, values and code of conduct.

 

Essential Requirements

  • Bachelor’s degree in Special Education, Social Work, Psychology, Rehabilitation, Occupational Therapy, Sociology, Education, Development Studies or another relevant field.
  • Minimum four to five years of relevant professional experience, including substantial experience related to disability inclusion.
  • Demonstrated experience working directly with people with disabilities and caregivers.
  • Strong knowledge of disability-inclusive programming, accessibility, reasonable accommodation and rights-based approaches.
  • Experience in humanitarian, development, education, protection or community-based programming.
  • Previous experience providing technical guidance, supervision, mentoring or capacity building to programme staff.
  • Professional working proficiency in Turkish and English.
  • Commitment to safeguarding, PSEA, gender equality, accountability, Do No Harm and meaningful participation of people with disabilities.
  • Holding Turkish nationality

 

Desired Requirements

  • A postgraduate degree in a relevant field.
  • Experience with disability-inclusive education or non-formal education.
  • Familiarity with international disability frameworks, humanitarian inclusion standards and disability-sensitive programme approaches.
  • Arabic-language proficiency.
