CARE International in Türkiye invites qualified and experienced consultants to submit quotations for the provision of consultancy services for a Private Sector Engagement Consultant assignment.

Background

CARE International in Türkiye has been operating in Türkiye for over a decade, implementing programs in food security and livelihoods, women’s economic empowerment, protection, and earthquake recovery.

As part of its strategic resource mobilization efforts, CARE aims to strengthen engagement with Turkish corporate foundations, multinational companies operating in Türkiye, and impact-aligned organizations to support sustainable and locally driven programming.

CARE is therefore seeking a qualified consultant to support the expansion and advancement of its private sector engagement pipeline into concrete partnership opportunities and funding collaborations.

 

Consultancy Objective

The objective of this consultancy is to support CARE International in Türkiye in expanding and advancing its private sector engagement pipeline into fee-for-service, sponsorship, co-investment, and grant-based partnerships.

The consultant will provide technical and strategic support in identifying, engaging, and advancing partnership opportunities with corporate foundations, multinational companies, and impact-aligned organizations operating in Türkiye.

 

Scope of Services

The consultancy assignment is structured in three phases:

Phase 1 – Pipeline Review and Target Expansion

• Review the existing partnership pipeline and ongoing discussions.
• Identify and prioritize additional partnership targets.
• Conduct entry-point analysis and support prioritization.

Phase 2 – Outreach and First Conversations

• Initiate and support outreach with prioritized targets.
• Participate in meetings and partnership discussions.
• Support development of tailored pitches and engagement approaches.

Phase 3 – Partnership Development and Contracting

• Support partnership scoping and negotiation processes.
• Prepare partnership briefs and concept notes.
• Coordinate with relevant CARE teams on agreement development.
• Support advancement of partnership opportunities toward formal collaboration and contracting.

 

*The expected outcomes may be further discussed and negotiated with the consultant during the interview process.

Duration of Assignment

The consultancy duration is six (6) calendar months.

Estimated level of effort:

• Phase 1: Up to 7 working days
• Phase 2: Up to 20 working days
• Phase 3: Up to 18 working days
• Reserve: Up to 10 additional working days upon CARE approval

Consultant Profile

The consultant should:

• Be based in Türkiye;
• Be fluent in Turkish and English;
• Have strong experience in private sector engagement, CSR, sustainability, partnerships, or business development;
• Demonstrate strong networks with Turkish corporate foundations, CSR/sustainability departments, and private sector stakeholders;
• Have experience in partnership negotiation and stakeholder engagement;
• Have strong understanding of the Türkiye corporate philanthropy and CSR environment.

 

Required Documents

• Updated CV;
• Cover letter detailing previous relevant experience and assignments;
• Signed and stamped Annex A – Terms of Reference;
• Completed Financial Bid Form (Annex B);
• Signed and stamped RFQ document;
• Annex C – LPPD.

Payment Terms

Payments will be made upon successful completion and approval of agreed phase deliverables and submission of a correct invoice.

*Travel costs within Türkiye will be covered by CARE.

All prices quoted must be all-inclusive and clearly itemized.

Evaluation Methodology

Proposals will be evaluated based on technical and financial evaluation criteria in accordance with the Terms of Reference and RFQ requirements.

Only shortlisted candidates may be invited for interview or clarification.

Confidentiality and Conflict of Interest

The consultant shall maintain confidentiality of all information obtained during the assignment and disclose any actual or potential conflict of interest.

All deliverables and outputs produced under this consultancy shall remain the property of CARE Türkiye.
