Background

Climate change adaptation is defined as the process of adjustment to actual or expected climate and its effects. Adaptation seeks to moderate or avoid harm or exploit beneficial opportunities caused by climate change. The EU strategy on adaptation to climate change aims climate-resilience by taking a coherent approach and providing for improved coordination, as well as enhancing the preparedness and capacity of all governance levels to respond to the impacts of climate change. Turkey is highly vulnerable to the adverse effects of climate change and being a rapidly developing country is in need of implementing sustainable development policies in line with the EU membership perspective. For this aim, Turkey develops and implements required policies at national and local level to combat climate change in coordination with the UNFCCC Parties and especially European Union (EU). Turkey’s climate change strategy document and action plan, climate change adaptation action plan and national communication constitute the most recent key reference documents on the issue. The impacts of climate change in Turkey may pose a serious threat however, it is also envisaged that these impacts can bring some opportunities if planned carefully. Thus, this situation should be addressed in terms of the pressures on natural resources and water resources in particular and in terms of the bottlenecks or opportunities in the development of climate-dependent sectors. Diminishing water resources, forest fires, drought, desertification and ecological degradation linked to these are the impacts of climate change that are evident in Turkey. Climatic forecasts also produce similar outputs, indicating noticeable temperature increases and a precipitation regime that can impact all economic sectors, all settlements and climate-related natural disaster risks. An interpretation of this data would only emphasize an obvious impact of changes in temperature and precipitation patterns on closely related areas such as water resources, agricultural production, public health and natural disaster risks; and ecosystem services that provides raw materials for economic activities and that directly affect the amount and quality of basic inputs such as water, to manufacturing activities.

CCAGP has been designed to support implementation of climate change adaptation actions at local and regional level in Turkey. CCAGP targets to improve resilience of communities, protection of natural resources and ecosystems and enhance adaptation capacity of vulnerable social groups as well as cities and economic sectors.

Among the wide range of stakeholders CCAGP addresses in this call include local authorities such as municipalities, regional and provincial directorates, regional development agencies, non-governmental organisations, universities, research institutes, community-based organisations, chambers, unions and also vulnerable communities/locations in Turkey and EU.

The institutional framework of the Grant Programme includes the Ministry of Environment and Urbanization (MoEU) General Directorate of Environmental Management, Department of Climate Change and Adaptation Department (End Recipient) and Ministry of Environment and Urbanization, General Directorate of European Union and Foreign Relations, Department of EU Financial Assistance (Contracting Authority) of the Republic of Turkey. UNDP Turkey provides technical assistance to the End Recipient and Contracting Authority to successfully finalize the implementation of the operation and the grant programme.

Opportunity Structure

Objectives of the programme and priority issues

The global objective of this call for proposals is: enhancing climate change adaptation in Turkey.

The specific objective of this call for proposals is: to improve resilience of communities and cities, protect natural resources and ecosystems and enhance adaptation capacity of vulnerable economic sectors.

The priority(ies) of this call for proposals are:

Priority 1: Development of local climate action plans and strategies and/or preparation of decision-making tools (modelling, impact and vulnerability analysis, etc.)
Priority 2: Avoiding and reducing exposure to climate change related risks (water scarcity, droughts, forest fires, floods, extreme weather events, etc.)
Priority 3: Enhancing resilience of sectors impacted by climate change (please see section 2.1.4 for sectors)
Priority 4: Enhancing the exchange of adaptation know-how and experience among organizations and cities within Turkey and/or the EU for creation and/or implementation of innovative climate change adaptation technologies and systems.

A project must focus on at least one priority area. As an additional element, all projects must include a component (set of activities) on “extending the knowledge base within the society”.

Financial allocation provided by the contracting authority

The overall indicative amount made available under this call for proposals is EUR 6.800.000. The contracting authority reserves the right not to award all available funds.

Indicative allocation of funds by lot:

Lot 1: EUR 2.500.000
Lot 2: EUR 4.300.000

If the allocation indicated for a specific lot cannot be used due to insufficient quality or number of proposals received, the contracting authority reserves the right to reallocate the remaining funds to (an)other lot(s).

Size of grants

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

Lot 1:

minimum amount: EUR 50.000
maximum amount: EUR 150.000

Any grant requested under this call for proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:

Minimum percentage: 50 % of the total eligible costs of the action.
Maximum percentage: 90 % of the total eligible costs of the action (see also Section 2.1.5).

Lot 2:

minimum amount: EUR 150.000
maximum amount: EUR 450.000

Any grant requested under this call for proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:

Minimum percentage: 50 % of the total eligible costs of the action.
Maximum percentage: 90 % of the total eligible costs of the action (see also Section 2.1.5).

Please note that in case of different maximum co-financing rate for local and non-local organisations, international organisations are not entitled to claim the maximum co-financing rate as they may never be considered as a local organisation even though they have local offices or headquarters established in the country.

The balance (i.e. the difference between the total cost of the action and the amount requested from the contracting authority) must be financed from sources other than the general budget of the Union or the European Development Fund.

Competitive Scope

Eligibility criteria

There are three sets of eligibility criteria, relating to:

(1) the actors:

The ‘lead applicant’, i.e. the entity submitting the application form (2.1.1),
if any, its co-applicant(s) (where it is not specified otherwise the lead applicant and its co-applicant(s) are hereinafter jointly referred as ‘applicant(s)’) (2.1.1),
and, if any, affiliated entity(ies) to the lead applicant and/or to a co-applicant(s). (2.1.2);

(2) the actions:

Duration

The initial planned duration of an action may not be lower than 12 months nor exceed 18 months.

Location

Actions must take place in Turkey.

If the Action includes a co-applicant(s) from other eligible countries (EU Member States or other eligible countries according to the IPA Regulation⁷), in addition to the activities that will take place in Turkey, if properly justified in concept note or full application, some activities can be implemented in these countries. However, such activities cannot constitute the major part of the Action.

(3) the costs:

types of cost that may be taken into account in setting the amount of the grant (2.1.5).

Where and how to send concept notes

The concept note together with its relating checklist and declaration by the lead applicant (to be found in Part A Sections 2 and 3 of the grant application form) must be submitted in one original and two copies in A4 size, each bound.

An electronic version of the concept note must also be submitted. A CD-Rom/USB stick with the concept note in electronic format will be included, along with the paper version, in a sealed envelope as described below. The electronic file must contain exactly the same application as the paper version enclosed.

Where lead applicants send several different concept notes (if allowed to do so by the guidelines of the call), each one must be sent separately.

The envelope must bear the reference number and the title of the call for proposals, together with [the lot number and title] the full name and address of the lead applicant, and the words ‘Not to be opened before the opening session’ and ‘Açılış oturumundan önce açmayınız’.

Lead applicants must verify that their concept note is complete using the checklist for concept note (Part A Section 2 of the grant application form). Incomplete concept notes may be rejected.

Deadline for submission of concept notes

The applicants’ attention is drawn to the fact that there are two different systems for sending concept notes: one is by post or private courier service, the other is by hand delivery.

In the first case, the concept note must be sent before the date for submission, as evidenced by the postmark or deposit slip, but in the second case it is the acknowledgment of receipt given at the time of the delivery of the concept note which will serve as proof.

The deadline for the submission of concept notes is 30.11.2020 as evidenced by the date of dispatch, the postmark or the date of the deposit slip. In the case of hand-deliveries, the deadline for receipt is at 30.11.2020 at 17:00 hours (local time), as evidenced by the signed and dated receipt. Any concept note submitted after the deadline will be rejected.

The contracting authority may, for reasons of administrative efficiency, reject any concept note submitted on time to the postal service but received, for any reason beyond the contracting authority’s control, after the effective date of approval of the concept note evaluation, if accepting concept notes that were submitted on time but arrived late would considerably delay the evaluation procedure) or jeopardise decisions already taken and notified (see indicative calendar under Section 2.5.2).

Information sessions on this call for proposals will be held between 15 October 2020 – 09 November 2020 indicatively.

To ensure equal treatment of applicants, the contracting authority cannot give a prior opinion on the eligibility of lead applicants, co-applicants, affiliated entity(ies), an action or specific activities.
