Youth Resolve Programme – funded by EU REGIONAL TRUST FUND MADAD Request for Offer for Provision of Tool-Kits for Vocational Trainees in Dohuk, Iraq
Background
Youth Resolve programme – funded by EU REGIONAL TRUST FUND MADAD, implemented by World Vison, activities aiming to increase youth’s access to employment through vocational training and careers advice, combined with life-skills training for 250 young (100 women and 150 men) beneficiaries (aged 15-25) from IDPs, refugees and host community in Dohuk province. Programme also pursue to support (in the form of tool-kits or seed-funding based on successful business plan): Self-employment activities include making a product (e.g. food-processing, clothing, furniture), providing a service (e.g. hairdressing, baby-sitting, repairing vehicles, running a cyber-cafe), and selling goods (e.g. running a shop, restaurant or stall). It provides financial assistance to eligible applicants who want to start their own business or restarting an existing business.
Tool-kits is linked to set of skill beneficiaries acquired through VT courses (e.g. mobile maintenance reparation tool kits for mobile maintenance VT course graduate to help with starting own business). Seed-funding is microenterprise cash-based grant subject to successful submission of business-plan (VT courses were designed with inclusion of business management/business-plan writing supplementary courses) and in order to succeed, the beneficiaries need good levels of initiative, determination and tenacity. They need to have good entrepreneurial skills, to relate well to market and to have a good business sense and quality concept.
1 Timeline
Period of quotation validity commencing on the submission date for the period of 90 days. Implementation period is 2 months staring from date of signing the contract, including the time needed to purchase and distribute the tool kits
2 Supply requirements
World Vision invites prospective suppliers to submit their quotation for a service contract for provision of tool-kits as detailed in data-sheet annexed for 40 participants of age 18 to 25 years old. There 9 categories/lots of kits in total. Kits should be specified per item list vs price per each category (total amount of kit along with breakdown of each item). Kits will be categorised into lots; therefore, suppliers can quote as whole or as per lots.
2.1 Overview of Roles:
Provision of vocational tool kits, as per Technical Specifications described in data-sheet for each vocation type. The service provider should have proven experience in the provision of vocational tool kits, physical presence, technical capacity, human resources and adequate level of contacts and capacity in the Governorate(s) s/he is bidding for. Services provider(s) is requested to present financial offer showing the best price per 1 unit of each tool kits as identified in this ToR above.

- Mobile and computer maintenance tool kits
- Electrical house wiring maintenance tool kit

- Blacksmith tool Kits
The proposers/bidders are required to submit Financial Offers for the Tool Kits presenting Price per one Unit for each Type as listed below and as per the technical specification
- Lot 1: Provision of Vocational AC maintenance tool kit
- Lot 2: Provision of Vocational IT tool kit
- Lot 3: Provision of Vocational Photography tool kit
- Lot 4: Provision of Vocational CCTV tool kit
- Lot 5: Provision of Vocational Blacksmith/welding tool kit
- Lot 6: Provision of Vocational Domestic electric maintenance tool kit
- Lot 7: Provision of Vocational Sewing tool kit
- Lot 8: Provision of Vocational Make-up tool kit
- Lot 9: Provision of Vocational Mobile tool kit
Total number of kits to be purchased as per below table:
- AC maintenance tool kit 3 packages
- IT tool kit 4 packages
- Photography tool kit 8 packages
- CCTV tool kit 1 package
- Blacksmith/welding tool kit 5 packages
- Domestic electric maintenance tool kit 6 packages
- Sewing tool kit 5 packages
- Make-up tool kit 2 packages
- Mobile tool kit 6 packages
2.2 Consideration for services:
- The bidder/firm should prove to have at least 2 years of relevant experience in the field of provision of vocational tool kits.
- The bidder/firm should submit electronic list of items per lot.
- Conditions for Submitting Alternative Proposals will be accepted, under the condition of being with same specification and good quality.
- The Financial Proposal must provide a detailed cost breakdown. Provide separate figures for each functional grouping or category.
- Any estimates for cost-reimbursable items, such as travel and transport, should not be listed
- Bidders may apply in any combination for one or more of the 9 lots. Each lot will be assessed entirely separately and treated as an individual bid.
3 Terms and bidding
3.1 Conditions of quotation submission
- Quotations must be completed in English
- Bidders must respond to all requirements set out in this ToR and complete their offer in the format requested
- Any conflicts of interest involving a bidder must be fully disclosed
- World Vision is not bound to accept the lowest, or any bid submitted and can terminate this competition at any stage
- Information supplied by respondents will be treated as contractually binding
- This document is not construed in any way as an offer to contract
- Bidders must submit their best and final offer
- Deadline of submission of final offer 16th October 2019 at 1:00 PM
