SITE SAFETY & HEALTH OFFICER

KBR, Inc. is seeking a Site Safety Health Officer (SSHO) to oversee HSE on a BOSS Program that includes three (3) locations in Turkey and one (1) in Spain. This position will be based at Incirlik Air Base in Tukey and be responsible for conducting health and project safety inspections and providing direct HSE oversight for the BOSS program. The SSHO is responsible for producing, implementing, and enforcing the safety program on the assigned at all locations in accordance with KBR’s Safety and Health Program, OSHA, and EM385-1-1. The SSHO is on-duty when work is being performed and ensuring that all personnel are following proper safety rules and regulations. The SSHO must meet the requirements of EM 385-1-1, Section 1, and ensure compliance with 29 CFR 1910 and 29 CFR 1926.

DUTIES AND RESPONSIBILITIES

Will include, but not limited to:
Oversee, mange, mentor, and report on the HSE performance of the UA BOSS Program.

Provide professional support to federal government contracts through health and safety inspection and oversight. The SSHO is responsible for producing, implementing, and enforcing an Accident Prevention Plan (APP) for assigned job site, in accordance with the Company’s Safety and Health Program.

Attend pre-work meetings and produce job-specific APP and Activity Hazard Analyses (AHAs), in accordance with Company’s Safety and Health Program.

Work as member of the project team, including subcontractors, to ensure implementation and continuous monitoring and enforcement of the provisions of the project EM385-1-1, APP and AHAs.

Serve as an HSE coach/mentor to each project team on the BOSS contract as the resident SME.

Ensure that all activities are conducted in accordance with all applicable KBR, OSHA requirements and regulations, the US Army Corps. of Engineers Safety and Health Requirements Manual EM 385-1-1, and other applicable regulations.

Conduct regular site inspections of all sites, recording all violations and noting what remediation needs to occur to keep the project moving safely.

Implementation and management of the KBR Zero Harm and Leading Indicator Program for all locations on the BOSS contract.

Prepare comprehensive reports of safety inspections and complete all safety related documentation and paperwork.

Coordinate response to on-site emergencies, and interface with off-site and on-site emergency response entities.

Conduct safety training, including new employee orientations or refresher trainings, and on-the-spot training to all personnel.

Work with local and corporate leadership to develop new safety policies, refine existing policies, and implement with the assistance of leadership.

Lead and/or assist with the management all safety issues on the project site.

Attend preparatory, initial and follow-up meetings to establish an understanding of the safety requirements for each definable feature of work.

Attend kick off meetings with new and existing subcontractors prior to the start of each new phase of the work.

Stop work, if necessary, to resolve matters that affect safety.

Observes subcontractors and employees at work to determine compliance with safety precautions and safety equipment used.

Oversees and makes decisions related to project safety, health, and environmental policies.

Other duties as assigned.

QUALIFICATIONS – SKILLS REQUIREMENTS – EXPERIENCE LEVEL (ADDITIONAL NOTES):

U.S. citizen.

High School Diploma.

At least 10 years of HSE experience on government projects of similar scope and size.

Experience managing a team of HSE professionals and working with union employees.

OSHA 501 General Industry Safety Certification (within past 5 years).

Current First Aid/CPR/AED Training.

Ability to train personnel in fall protection, excavation, shoring, scaffolding, and/or confined space.

Excellent verbal and written communication skills.

Must be fluent in English.

Must possess passport book with at least 15 months of remaining validity AND with at least 6 blank visa/stamp pages remaining

Must possess driver’s license with at least 6 months of remaining validity

Solid understanding of means and methods of as related to BOSS contracts.

Proficient with Microsoft Office Suite and Share Point.

Extensive knowledge and experience of the USACE Safety Manual EM385-1-1.

Commitment to Safety.

Ability to travel to other project locations.

Must pass drug screen, criminal and background check. The company is committed to a drug free workplace and pre-employment drug screens are a condition of employment.

PREFERRED BUT NOT REQUIRED:
B.S. in Safety Management or other related discipline, Master’s degree a plus.

Professional credentials such as CSP, ASP, OHST, CHST or SMS.

Past experience working in Turkey/Spain.

Ability to speak, read and write Turkish.

Candidate holds a current Secret Clearance.
