CWS seeks a motivated, flexible, and service-driven individual to serve as a Supervisor for our Basic Needs Programs for refugees, asylum seekers, unaccompanied children, and other vulnerable immigrants. Technical, coordination and interpersonal skill sets are required. This individual must have the ability to work independently in a challenging environment and navigate challenging systems. Multi-tasking and creative problem-solving skills in a diverse environment are required. Case management or non-profit experience is required. This position will start fully remote. The position will start overseeing the launch of Reception and Placement through the US Refugee Admissions Program, will supervise the expansion of the asylum seeker case management program, and will oversee pandemic related programming as needed. This position will work with the Office Director to explore other program areas that provide basic needs to underserved immigrant communities, including unaccompanied children and survivors of torture. The position will also participate in post-pandemic strategic planning with the Office Director and Associate Director.

Primary Purpose:
The Basic Needs Programs Supervisor will be working directly with immigrant families and will be required to complete a background check, confidentiality agreement, and training modules. The Basic Needs Programs Supervisor will be expected to adhere to the CWS Code of Conduct will be expected to uphold high levels of integrity and personal standards. The Basic Needs Programs Supervisor will participate in training provided by the state of New Jersey and CWS headquarters.

The Basic Needs Programs Supervisor will undertake the following tasks:

Pandemic Programming:
Oversee programming related to vaccine outreach and health education.

Assist with implementing emergency rental assistance programs in coordination with Associate Director.

Assist with evaluating new program areas related to the pandemic with the Office Director.

Assess lasting impact of the pandemic on CWS clients and develop program strategies to address these issues.

Work with the Office Director and Associate Director to develop and implement a post-pandemic plan for staff, which will include selecting additional office space when in-office work is able to resume.

Develop a post-pandemic safety plan in consultation with the Office Director, Associate Director, and relevant CWS HQ staff.

Case Management Programs:
Oversee our network of temporary housing provided through community and faith-based organizations

Complete all required trainings for USRP and Asylum Seeker case management.

Coordinate with Associate Director and other case management teams to monitor completion of family reunification applications.

Coordinate with Office Director to complete required community consultation activities.

Identify suitable housing resources across northern New Jersey.

Select and train direct service personnel including case workers, interpreters, and interns.

Ensure that all program core services are completed on time and to contract specifications.

Complete all required program reporting.

Conduct periodic case file review and additional home visits as part of a quality assurance process.

Develop client feedback mechanisms.

Lead on program monitoring preparation.

Coordinate monthly with Associate Director regarding program expenditures. Develop a system to track direct client expenses in line with budget limitations.

Develop referral relationships to support basic needs for clients.

Develop internal referral process for clients eligible for ongoing programs beyond the 90-day program periods.

Coordinate with community sponsorship groups to support client resettlement.

Provide referrals as appropriate.

Maintain a small case load of particularly vulnerable cases that required more specialized support.

Program Expansion:
Act as a representative in the community for CWS Jersey City

Advocate for immigrant needs with other service providers.

Conduct outreach to identify community resources and ensure availability and accessibility.

Develop innovative and realistic approaches to reach immigrant communities.

Identify potential new communities for future program expansion.

Assist with office fundraising initiatives to increase private funds.

Evaluate new program areas as they align with CWS’s core mission of responding to hunger, poverty, and displacement.

Other responsibilities as assigned.

Qualifications

Previous supervision experience required. Experience working with shelters for immigrants strongly preferred.

Background in social work, counseling, case management required

University/college degree or foreign equivalent preferred

Bilingual in Spanish, Arabic, or Turkish preferred

Exceptional communication skills required

Familiarity with Excel, Word, online meeting platforms, mobile phone messaging applications, and Outlook required

Familiarity with immigrant communities in Hudson County and surrounding areas required
