Technical Assistance for Improving Day Care and Home Care Services for the Elderly (YAGEP)
The purpose of this contract is as follows:
- to improve the sustainability and efficiency of social and health care systems for the elderly with a focus on quality home care and day care services.
Results to be achieved by the contractor:
The expected results to be achieved at the end of the project are stated below by following the type of indicators in the Employment, Education and Social Policy Sectoral Operational Programme (EESP SOP):
Result 1: Elderly care services is structured through development of the Elderly Care Model integrating the health care and social care services and its pilot implementation in the project provinces.
Result 2: The capacity of the central and local staff of the MoFLSS, the MoH, relevant institutions, universities and NGOs to work in the field of elderly care is strengthened through capacity building interventions.
Result 3: Dioalogue among relevant institutions is improved and awareness on availability of the new model is developed.
Result 4: Policies and the model are developed based on the findings of the studies.
Result 5: Coordination and cooperation among stakeholders is increased through summits, consultation meetings and local meetings.
Target groups :
The direct target groups are:
- Staff of the Ministry of Family, Labour and Social Services, the Ministry of Health, Municipalities, NGOs working in the field of elderly care services etc.
The indirect target groups are:
- Elderly People and their Families
QUALIFICATION
Key expert 1: Team leader
Qualifications and skills
- Bachelor degree in Social Sciences or Social Work/Services or Gerontology or Administrative Sciences. In the absence of such a degree minimum of 10 years of working experience in the field of gerontology or ageing policies or elderly policies or social work or social services is required.
- Excellent command of written and spoken English.
- Full computer literacy.
- Postgraduate degree in gerontology or ageing policies or social work or social services will be an asset.
General professional experience:
- Preferably 10 but a minimum of 8 years of professional experience in project cycle management.
Specific professional experience:
- Minimum 5 years of experience as a team leader or managerial position (in the Contractor Side) in the implementation of projects.
- Minimum 3 years of experience in the implementation of capacity building projects in one of these fields: social services and/or social work and/or elderly policies.
- Experience in the design and/or implementation of trainings will be an asset.
