Title: Vocational Training and Labour Market Advisor
Period of Assignment: As soon as possible – 1 year with the possibility of extension

A. Main Activities
- Advises the programme´s team on how to include short- and mid-term skills development and job promotion in all programme activities, in accordance with the respective Turkish rules and regulations for adult learning (especially Lifelong Learning and Technical Vocational Education and Training/TVET).
- Advises the Implementing Partners (IPs) of the programme in the implementation of their respective projects and the related activities with a special focus on skills development.
- Monitors, analyses, and reports of developments in the Turkish educational and livelihood sectors
- Supports the design, preparation and implementation of workshops, seminars, and other events with relevance to the skills development of the programme´s beneficiaries.
- Supports the initiation, preparation, and conclusion of all Implementation activities (such as Grant Agreements, Local Subsidies, Trainings, Workshops, Roundtables, etc.) in Output 2: employment and skills development of refugees and vulnerable members of the Turkish host community.
- Assists and guides Implementing Partners (IPs) in the implementation of their respective projects and the related activities.
- Explores potential new partners for cooperation that are/would be a broad range of private, public, and civil-society stakeholders, including provincial and national umbrella institutions and ministries to promote decent and sustainable employment in rural areas and along agricultural value chains.
- In close coordination with other RE-SEED units, regularly conduct field visits to implementing partners (IPs) across Türkiye to monitor and ensure project progress

B. Required qualifications, competencies and experience
Education
- A/B.Sc. or M.A./M.Sc. in education/pedagogics, TVET, project management, international relations, development cooperation, political/social science, business administration or economics or similar fields related to economic integration and employment promotion.
Professional Experience
- A minimum of 7 years of relevant experience in international organizations, civil society organizations.
- Demonstrated ability to work effectively with several partners on different levels (including state partners, NGOs and private sector) in a politically sensitive, challenging, fast-paced, high-pressure and high-visibility context.
- Knowledge of legislation and other framework conditions for Syrians under temporary protection.
- Familiarity with GIZ programming modalities (project management, and/or proposal/ business development) an asset.
- Experience in refugee context / livelihood sectors and liaising with governmental authorities, other national/international instigations and NGOs and building effective partnership with the private sector.
- In-depth knowledge of the Turkish labour market system, including employment services, vocational qualification frameworks, private sector dynamics, labour legislation, work permit regulations for foreigners under temporary protection, and social security procedures.
- Familiarity with EU-funded or other donor-funded livelihood programmes, including compliance, monitoring, and performance-based implementation models.
- Experience in working sustainable economic development programs and employment promotion projects including gender sensitive approaches will be an asset.
- Experience in designing, implementing, and evaluating vocational education and training (VET) programs, with a strong understanding of labour market dynamics in Turkey—including both formal and informal sectors—and the ability to align training with employer needs and emerging job opportunities.
Professional Competencies
- Native in Turkish and business fluency in English is a must. Knowledge of Arabic is an asset.
- Dynamic and self-organised with a dedicated focus on the delivery of quality services.
- Advanced working knowledge of ICT and computer applications (e.g. MS Office package) required
- Self-motivated with a proven ability to work creatively, proactively, and innovatively with limited direct supervision.
- Ability to work independently and as a member of the team, being able to cope effectively with the situation where PM and team are not in his/her work location.
- Ability to contribute to decision-making and problem-solving by advising in a context of potentially diverse interests and complex issues/problems.
- Strong resilience and ability to work in fast-paced, high-pressure environments while coordinating with project partners across Türkiye, including frequent travel.
- Outstanding verbal and very good written communications skills as well as the ability to present.
- Self-starter with good initiative & multi-tasking skills who pay attention to the details, demonstrated ability to troubleshoot & resolve problems
- Strong interpersonal skills and a sense of political and other sensitivities.
- Strong organizational skills and experience in administration.
