Program Summary

KBR will help sustain the well-being of U.S. armed forces at the Incirlik Air Base, Izmir Air Station, Office of Defense Cooperation –Turkey and the Ankara Support Facility also in Turkey. The company will keep these bases and facilities operating smoothly so deployed Air Force and government personnel can execute their missions without distraction.

KBR’s work will include program management; civil engineering; morale, welfare and recreation support; postal operations; and safety, occupational health, industrial hygiene and ambulance services. It will also provide logistics support, such as vehicle management, fuel operations and air terminal services. KBR received this contract – which has a five-year base period and three one-year options—from the Air Force Installation Contracting Center.

Job Summary

As an Energy Program Manager, you’ll plan, regulate, and monitor the energy use in the organization. Your aim will be to improve efficiency by evaluating energy use and putting in place new policies and changes where needed.

You’ll coordinate all aspects of energy management.

Roles and Responsibilities

  • Develop and manage an effective Energy Management Program IAW AFPD 23-3, AFPD 90-17, DAFI 90-1701, AFMAN 32-1062 (Utility Rates and Reimbursable), AFI 32-1023 and AFCEC Capital Investment Plan (Energy Project Programming Requirements), AFEPPM 963 AFERS Reporting, applicable US Energy Policies and HHQ guidance.
  • Conduct a base-wide Energy Awareness Program and provide quarterly action reports.
  • Conduct quarterly Energy Management Steering Group meetings and provide meeting minutes to HQ USAFE-AFAFRICA
  • Provide monthly Utility Reporting in Air Force Energy Reporting System (AFERS) or successor system.
  • Conduct Facility Energy and Water Conservation Audits (10% of Facilities per year).
  • Maintain and Manage Utility Contracts to include Validation of Utilities Invoices.
  • Monitor the marketplace and investigate the most cost-effective Utility Agreements/Contracts with local utility companies.
  • Verify Utility Bills to ensure payments reflect actual consumption and costs.
  • Provide analysis of Utility Records to include Conservation and Cost Reduction recommendations to Base Leadership and HQ USAFE.

Basic Qualifications

  • Shall have four years’ experience in the development of energy conservation initiatives for facilities.
  • Certified as an Energy Manager (CEM) or possess a European Energy Manager Qualification (EEMQ) certification.
  • Shall possess a bachelor’s in engineering degree or equivalent.
  • Have knowledge of USAF, DoD and U.S. Government energy policies, audits, and goals.
  • Have a current driver’s license.
  • Excellent written and verbal communication skills in English.
