The United Nations General Assembly resolution 71/251 established the Technology Bank for the Least Developed Countries and adopted its Charter on 23 December 2016. The objectives of the Technology Bank are: (a) To strengthen the science, technology and innovation capacity of least developed countries, including the capacity to identify, absorb, develop, integrate and scale up the deployment of technologies and innovations, including indigenous ones, as well as the capacity to address and manage intellectual property rights issues; (b) To promote the development and implementation of national and regional science, technology and innovation strategies; (c) To strengthen partnerships among science, technology and innovation-related public entities and with the private sector; (d) To promote cooperation among all stakeholders involved in science, technology and innovation, including researchers, research institutions and public and private sector entities, within and between least developed countries, as well as with their counterparts in other countries; (e) To promote and facilitate the identification and utilization of and access to appropriate technologies by the least developed countries, as well as their transfer to the least developed countries, while respecting intellectual property rights and fostering the national and regional capacity of the least developed countries for the effective utilization of technology in order to bring about transformative change. Responsibilities

Within delegated authority, the Senior Programme Management Assistant may be responsible for the following duties: • Independently provides full range of programme/project management and implementation assistance at all phases of the programme/project cycle for, typically, a large and highly complex component of the departmental programme/project initiatives. • Researches, compiles, analyses, summarizes, and presents basic information/data on wide range of programmes/projects, science, technology and innovation and related topics, highlighting noteworthy issues/trends for consideration by appropriate parties. • Tracks resolutions and other legislative decisions that affect programme/project content and oversees the preparation of the relevant database(s) to ensure the incorporation of programmatic and other changes enacted by legislation. • Reviews, appraises and revises, as necessary, all submissions for substantive programmes/projects, ensuring compliance with guidelines and programme/project objectives; identifies problems/issues, seek clarification from departments, assess replies, and prepares a summary for the manager with suggestions for further action. • Works with partners and funding agencies in arranging partnership and financing modalities; obtains requisite clearances; ensures establishment of proper monitoring systems through scheduled reporting, review meetings and missions. Provides assistance in drafting agreements, budget agreements, or contributions for grants or other activities as appropriate. • Drafts budget and forecast based on submissions; prepares monitoring checklists, identifying stages of programme/project development, funding source, inputs by reviewing internal and external bodies, and follow-up actions required. • Provides expert assistance in the preparation and development of the unit’s work programme and budget, monitors budget and work programme and assists in the preparation of budget performance submissions. • Monitors budgetary commitments, including verification of charges and obligation documents in Umoja for all financial transactions; prepares periodic budget revisions and ensures appropriate resource allocations; reconciles accounts with amended budget; evaluates trends of financial implementation and makes necessary recommendations to line manager. • Prepares documents on programme/project-related activities; drafts inputs for a wide range of documents/reports, briefings/debriefings, correspondence, etc. • Supports coordination, monitoring and expedition of implementation activities, including providing administrative and operational assistance to colleagues within the programme unit in the delivery of science, technology and innovation capacity‑building projects, and participates in programme/project evaluation; monitors implementation at all stages to ensure work is proceeding according to established plans, including analysing implementation difficulties and initiating remedial action; liaises with diverse organizational units to initiate requests; prepares standard terms of reference against programme/project objectives, obtains necessary clearances, processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. recruitment and appointment of personnel, monitoring accounts and payment to consultants and individual contractors for services, processing requests pertaining to implementing partner management, travel arrangements, organization of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc. • Arranges for formal closures of projects, final budget revision, transfer of equipment, clearance, publication and distribution of final report. • Drafts and circulates agenda notes to members/participants; assembles background documentation; drafts minutes of the meeting; monitors follow-up actions, etc. • May undertake mission/field work in support of above activities, e.g. specific administrative, operational/control tasks for programme/project activities. • Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme/project activities. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. • Identifies and resolves diverse issues/problems as they arise, and determines appropriate actions. • Performs other duties as assigned.

Education

High school diploma or equivalent is required.

Job – Specific Qualification

A certification in PRINCE2 Foundation and Practitioner is desirable. Relevant training in administration, human resources management or related area is desirable.

Work Experience

A minimum of ten (10) years of experience in programme or project administration, technical cooperation across international contexts or related area is required. The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first-level university degree or higher. Experience working with an Enterprise Resources Planning system, such as Umoja or a similar system, is required. A minimum of three (3) years of experience working in the United Nations Common System or similar international organization is desirable. Experience in supporting organization of international capacity building and training programmes or workshops in an international context is desirable. Experience in providing administrative or programmatic support to an international organization operating in the least developed countries is desirable. 1 year or more of experience in data analytics or related areas is desirable.
