1. Post Context/Post Summary
Allied Land Command (LANDCOM) HQ is the Theatre Land Component and Land Advocate responsible for coordinating and synchronizing NATO and Partner Land Forces by enabling land domain readiness, interoperability, standardization, and competency; on order deploys headquarters elements to provide planning, coordination, and command capabilities to Allied forces.
The G8 Directorate is responsible for drafting, proposing and executing the LANDCOM budgets, their management, accounting, purchasing, contracting, disbursing and financial control.
The Purchasing and Contracting Branch acquires goods and services for LANDCOM, performs market surveys, concludes commercial contracts and controls that providers comply with their terms.
The Senior Contracting Officer drafts invitations for bids and purchase orders and controls that the suppliers and providers honour their commitments towards the Command.
2. Principal Duties
The incumbent’s duties are:
- Ensure delivery of purchasing and contracting services support to HQ Land Command.
- Places contracts on behalf of the Headquarters.
- Serve as the Primary Purchase Card Coordinator for HQ Land Command.
- Prepares invitations for bids and purchase orders on behalf of the headquarters as directed by the Branch Head.
- Prepares estimates and budget inputs.
- Conducts market surveys and quality inspections prior to procurement.
- Draft standard purchase orders for services and all pertinent correspondence.
- Coordinate construction, modification and maintenance projects with civilian firms and military and governmental construction agencies.
- Acts as advisor for all acquisition activities of HQ Land Command.
- Is responsible for the control of all active contractual standard purchase orders.
- Creates standard purchase orders for all kind of goods and supplies
- Receives purchase requests or delivery orders for consumable goods against supply type contract purchase agreements and co-ordinates prompt delivery between suppliers and requestors.
- Interprets international directives and Host Nation contract rules and procedures.
- In case of Deployments, the incumbent acts as HQ Contracting Officer exercising a contracting warrant, authorized to negotiate and award contracts within established limits.
- Coordinates with the corresponding JFC, ministries, local directorates and authorities.
- Supervises some P&C activities as directed by the Branch Head.
- May be appointed as G8 Subject Matter Expert for Combat Readiness Evaluations (CREVAL)
- May lead a procurement team in deployments.
3. Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent may be required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries up to 30 days.
The work is normally performed in a Normal NATO office working environment.

a. Professional/Experience

b. Education/Training
University Degree in supply chain management, commercial and mercantile law, logistics, inventory management, procurement or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.

The HQ’s host nation language is required.

5. Desirable Qualifications
a. Professional Experience
Minimum of 6 years experience in the business or finance field, including at least 4 years experience in the procurement/contracting function as well as a minimum of one year experience in a management role with responsibility for allocation of resources.
Professional Purchasing and/or Contracting certification.
Member of a recognized professional body or institution.
Experience in supervision of staff engaged in financial or acquisition functions.
Experience in contracting for military or international organizations.
Experience in contingency contracting.
Experience in NATO organizations and/or knowledge of NATO procurement directives.
Formal training or experience in automated financial management systems, purchasing application software and as well as the NAFS/FINS set-up, procedures and reporting..
Experience in processing complex, urgent and sensitive requisitions (requirements and costs) for a wide variety of goods, services and engineering works coupled with demonstrated ability to negotiate, execute competitive bidding procedures, award and administer contracts, and effectively prosecute contractor claims and related disputes.
Experience in translating complex, urgent and sensitive technical or operational requirements into commercially adequate invitations for bids.
Experience in executing the full cycle of procurement activities, i.e., from conducting market surveys, devising acquisition strategies, issuing solicitations, and evaluating proposals to awarding, administering and closing out contracts.
Experience includes additional tours in financial management positions, supply management, or logistics.

6. Attributes/Competencies
- Personal Attributes: Mature and tactful individual possessing sound judgment, flexibility, and persuasive personality. Excellent communication and negotiation skills. Works from general guidance and policies found in NATO Financial Rules and Procedures (FRP), NATO Financial Regulations (NFR), Bi-SC Directives, ACO Directives and the HQ supplements, rules and procedures.
Will frequently be confronted with procurement problems that are either without precedence or outside directives.
Requires a broad knowledge of a wide range of policies and the interrelationship between operational, C3, support and procurement functions.
Must be a self-starter, mature, experienced leader who is able to anticipate problems and analyze a wide range of complex and dissimilar situations where conflicting policies and competing priorities must be considered.
Creative thinking, analytical reasoning, and sound judgment are required in developing solutions to frequent and dissimilar procurement problems.
Must be able to find the common ground between mission support, consistent applications of NATO policies, differing organizational priorities and cost-effective use of resources.
Incumbent is authorized broad latitude in interpreting guidance and making decisions that will legally obligate the headquarters.
Duties and functions of this position require frequent internal and external high-level contacts, including co-ordination and negotiation with senior civilian and military Host Nation authorities.
There is a wide variety of internal and external contact with NATO organizations, senior officers, HQ personnel, national support units, and governmental organizations, non-governmental and business organizations that require sensitivity, tact, and persuasion. The incumbent will be required to explain NATO policies, apply adaptive thinking and negotiate contract options and procedures that will allow different agencies to work together.
