Position Title: Project Manager
Role Purpose:
Responsible for managing and implementing projects in Syria, under the supervision of senior officer or program manager, based in Syria with field visits to projects sites in cities like Aleppo and Idleb, ensuring they align with objectives, budgets, and timelines. Duties include monitoring expenditure, maintaining documentation, preparing and submitting reports, supporting developing new proposals, and leading project teams through field visits to ensure effective and compliant program delivery.
Functional and organizational relationships:
- Represent the organization in relevant cluster and sub-cluster meetings and liaise with donors and other stakeholders.
- Ensure compliance with the organization’s policies, including child safeguarding, codes of conduct, and zero-tolerance for sexual exploitation and abuse.
- Participate in strategic and operational planning for the sector, ensuring alignment with organizational goals.
- Work closely with support departments to fulfill program requirements and achieve project outcomes.
- Collaborate with the Program Department, Human Resources, Finance, and Procurement teams to ensure seamless coordination and adherence to policies.
KEY RESPONSIBILITIES
- Supervise and provide support for daily activities and tasks related to program projects, ensuring timely implementation.
- Develop annual activity and project plans, including performance indicators, funding sources, and methods of financing, with justifications for approval.
- Oversee the preparation of technical components in project studies and ensure projects are implemented according to approved plans.
- Monitor financial procedures to ensure proper documentation, budget management, and progress tracking.
- Collect and analyze data using appropriate tools and prepare reports highlighting findings and results.
- Design work plans aligned with project goals and stick to timely implementation.
- Prepare and submit periodic reports on program activities, achievements, and risks to the line manager and Program Department.
- Conduct recruitment processes for project staff and provide necessary support post-hiring.
- Verify submitted documents for compliance with financial, human resources, and procurement policies.
- Attend program and donor meetings, ensuring effective communication and representation.
- Develop and oversee archiving systems for program and project documents to maintain comprehensive records.
- Contribute to the preparation of risk assessments and mitigation strategies.
- Adhering to the organization’s code of conduct, actively respecting and ensuring the implementation of social justice.
- Ensuring that accountability and safeguarding procedures are adhered to and followed, and that any observation is reported.
- Preserving the dignity of the beneficiaries and not causing any harm.
- Respecting and applying all principles of protection from sexual exploitation and abuse and the child protection policy, and the obligation to report any incident of sexual exploitation or abuse or any breach of the protection policy.
- Adhering to all Takaful Al Sham organization policies and abiding by administrative orders and disciplinary procedures in the event of any violations.
- A pledge to abide by the zero-tolerance policy adopted by the Takaful Al Sham organization in cases of sexual exploitation and abuse, and immediate reporting in the event of any violation in this regard.
- Executing any other tasks assigned to him/her by the line manage within the scope of work.

QUALIFICATIONS AND EXPERIENCE:
- Bachelor’s degree in arts and Humanities, Social Studies, or other fields.
- Certificate in Project Management (PMP or PMD Pro1) is an advantage.
- 3 years of project management experience in non-profit organizations.
Skills and Knowledge:
- Strong understanding of the project life cycle, including the preparation of periodic and progress reports, budgets, and operational plans.
- Familiarity with international donor requirements and compliance standards.
- Proficiency in MS Office, especially Word, Outlook, OneDrive and PowerPoint.
- Strong leadership, teamwork, and mentoring capabilities.
- Excellent communication and representation skills (oral and written) in both Arabic and English.
- High-level skills in negotiation, planning, organizing, and problem-solving.
- Ability to work under pressure, manage multiple priorities effectively, and demonstrate the flexibility to travel and represent the organization in meetings, events, and other professional engagements as required.
- Commitment to organizational policies and disciplinary procedures.
- Adherence to the organization’s zero-tolerance policy on sexual exploitation and abuse, with mandatory reporting of any violations.
- Flexibility to execute additional tasks assigned by the supervisor as needed.
