Title: Monitoring and Evaluation Specialist
Period of Assignment: May 2026 – 1 year with the possibility of extension
Location: Gaziantep
Project: Resilient Employment and Socio-Economic Development (RE-SEED) Project
A. Main Activities
- Provide technical support and practical training to implementing partners and project staff on M&E tools including the RE-SEED database, data quality, and reporting standards
- Monitor partners’ progress against agreed targets and ensure the accuracy and consistency of data entered into the database.
- Support the project’s knowledge management processes by capturing, structuring, and sharing lessons learned, good practices, and implementation evidence across partners and provinces
- Support the management of data collection, verification, analysis, and consolidation for regular reporting to commissioning parties and key stakeholders (including EU and BMZ reporting requirements)
- Ensure consistent use of the project results framework and indicator definitions, including disaggregation requirements (gender, age, legal status, province
- Support the design and implementation qualitative monitoring tools (for example KIIs, FGDs, case studies, outcome stories) and coordinate qualitative fieldwork with partners
- Coordinate quantitative and qualitative monitoring and evaluation for RE-SEED across all components (MSME support, employability services, and municipal capacity support including childcare)
- Support the coordination and further development of the RE-SEED database and related reporting tools (including dashboards and internal reporting views)
- Provide technical support in data governance and quality assurance processes, including documentation standards and basic compliance requirements related to data protection (KVKK and GDPR principles as applicable)
- Support the design and follow-up of surveys and assessments (baseline type exercises where relevant, satisfaction or outcome surveys, follow-up checks)
- Contribute to internal learning processes, including reflection sessions and practical lessons learned based on monitoring findings
- Support coordination with external monitoring or evaluation actors when relevant (including third-party monitoring), and ensure follow-up on recommendations
- Maintain and regularly update RE-SEED knowledge products and internal repositories
- Support the preparation and facilitation of learning and reflection formats (after-action reviews, learning sessions, thematic exchanges) and document agreed follow-up actions
- Contribute to evidence-based internal communication by translating M&E findings into short, practical knowledge products (for example info sheets and success stories), in coordination with the communication team

B. Required qualifications, competencies and experience
Education
- Bachelor’s or master’s degree in Social Sciences, Economics, Statistics, International Development, or a related field is required.
Professional Experience
- More than 4 years of experience in international cooperation or development programmes is required.
- More than 5 years of practical experience in M&E, results-based management, and learning, with strong practical experience in quantitative and qualitative M&E, including field data collection, analysis, and partner follow-up is required.
- More than 3 years of experience with database-supported monitoring systems and data management is required.
- Solid skills in quantitative and qualitative methods, including field data collection and analysis is required.
- Experience working with NGOs/CSOs, chambers, municipalities, and or public institutions in Türkiye is required.
- Background in livelihoods, employability, MSME support, or local development programmes is required.
- Experience in forced displacement or migration contexts is required.
Professional Competencies
- Business fluency in Turkish, English and Arabic is required.
- Strong coordination and communication skills, including with technical and non-technical counterparts.
- Reliable under pressure, able to manage multiple partners, deadlines, and priorities.
- Detail-oriented, solution-focused, and committed to data quality.
- Proven ability to manage database-supported monitoring and reporting, including data verification, data quality, and consistency against indicator definitions and disaggregation requirements is required.
- Ability to support implementing partners and project staff through hands-on guidance, training, and troubleshooting on M&E tools and reporting standards is required.
- Ability to contribute to knowledge management and learning, including capturing lessons learned, supporting reflection formats, and turning monitoring findings into practical knowledge products
- Very good MS Office skills, especially in Excel is required. Experience with dashboards/data visualisation tools will be considered an asset.
- Willingness to travel frequently to the target provinces and Ankara and work in a field-oriented set-up.
