A. Main Activities

The main role of the Grantee Liaison Advisor is to support the successful implementation of 40 public-oriented and business-promoting recovery measures in 11 earthquake-affected provinces funded under the PACE Grant Programme with the aim to complement local authorities’ overstretched service capacities and strengthen the cooperation between civil society and business support organisations and partnering municipalities.

Specifically, he/she will provide responsive support to the individual grant recipient organisations (civil society and business support organisations) in all phases of implementation of the recovery measures when needed, he/she will contribute to the analytical review of key deliverables and results and the early identification of risks and mitigation needs, to ensure overall coherence and consistency across all 40 recovery measures (grant agreements).

To achieve this, he/she will closely coordinate with the component lead for the PACE Grant Programme (Grant Management Advisor) and the M&E and Communication Experts of the project, to operationalise the implementation and monitoring of recovery measures at local level, and communicate milestones and results. At the same time, he/she will closely collaborate with the responsible staff of the Service Unit and of the GIZ Country Office in Ankara for all contractual matters of GIZ grant agreements (amendments, reporting, payment requests) and to ensure sound commercial guidance to grant recipients during implementation.

Further, he/she will also coordinate closely with technical component leads and project staff in Ankara and Gaziantep, responsible for the implementation of technical assistance supporting 24 local authorities with municipal planning and public service delivery and for facilitating participatory processes and broader project interventions. Together with the Communication Specialist he/she will work to collect “stories of change”, describing the milestones and results of recovery measures.

To support the implementation of recovery measures on the ground, regular field visits to the 11 earthquake-affected provinces in South-East Türkiye will be conducted.

 

The position includes the following tasks:

  • Grant recipients’ onboarding & guidance: Support onboarding of grant recipients and ensure clear understanding of and adherence to provisions of grant agreements, implementation expectations, and key guidelines.
  • On-demand support & coordination: Provide timely, structured support to grant recipients on technical, procedural and contractual matters when needed; promote coordination among implementing partners of Recovery Measures, in particular between CSOs/BSOs and partner municipalities.
  • Regional awareness & stakeholder sensitivity: Maintain strong awareness of regional dynamics and stakeholder contexts (local administrations, chambers, CSOs), ensuring context-appropriate support.
  • Communication of activities & results: Ensure consistent and well-documented visibility and communication of activities, milestones and results (stories of change) in compliance with the PACE Communication and Visibility Guideline.
  • Analytical review & quality assurance: Review key deliverables (reports, updates, revisions) to assess quality, coherence, and alignment with project objectives and logframes.
  • Results tracking & risk management: Support monitoring of progress against key outputs and indicators (results), identify implementation risks or underperformance early, and propose mitigation measures.
  • Coordination with Service Unit: Ensure effective collaboration with relevant service units (e.g. finance, procurement), facilitating alignment and resolving cross-cutting implementation issues.
  • Documentation & audit readiness: Promote compliance with reporting and documentation requirements and proper practices to support external reviews and audit readiness.
  • Functional alignment & coordinated reporting: Ensure all tasks are aligned with objectives and priorities of the PACE Grant Programme (Output 4), with close coordination on planning and quality assurance, and provide structured updates to the Output 4 lead.

B. Required qualifications, competencies and experience

Education/Qualifications

  • University degree (BA or MA) in Social Sciences, Political Science, Legal Sciences, Public Administration, Urban and Regional Planning, Environmental Studies or in a relevant field is required.

 

Professional experience

  • At least 5 years of professional experience in a comparable position, preferably in international cooperation
  • Sound professional experience in project cycle management, including contractual and financial management, monitoring, reporting, and project communication
  • Demonstrated experience in collaborating with local authorities, civil society and private sector organisations (NGOs, Chambers of Commerce, etc.), and local communities
  • Experience in working with vulnerable groups including refugees and internally displaced people
  • Strong knowledge of procurement

 

Other knowledge, additional competencies

  • Business fluency in Turkish and English is required. Knowledge of Arabic or German will be considered as an asset.
  • Proficiency to efficiently use information and communication technologies and office applications
  • Excellent advisory, coordination, communication, and stakeholder management skills
  • Strong interpersonal, mediation, and diplomacy skills, with the ability to engage constructively with actors from local authorities as well as civil society and navigate sensitive environments
  • Convincing personality and strong ability to work in a highly operational team
  • Strong conceptualising, writing and reporting skills
  • Willingness and ability to undertake frequent travel within the earthquake-affected region
  • Autonomous work style, awareness of deadlines, excellent teamwork ability
  • Excellent social, mediation and intercultural skills
