JOB ADVERTISEMENT – Finance Officer

ROLE PURPOSE: 

This role supports the Head of Finance by providing financial inputs across planning, budgeting, and reporting processes. Key responsibilities include supporting proposal and annual budgeting, preparing donor and internal financial reports, and contributing to core financial management activities.

The role is responsible for preparing budgets and budget codes, uploading and maintaining budgets in the financial system (FIS/Agresso), preparing Budget versus Actuals (BvAs), donor financial reports, cost allocations, and financial reconciliations. It also includes reviewing payment documentation, posting transactions, conducting cash and bank reconciliations, and supporting partners with budgeting, financial reporting, and payment processes.

Reporting to the Head of Finance, the role contributes to effective month-end close, master budget preparation, and monthly forecasting. The position supports the full recovery of shared costs in proposal budgets and BvAs, manages non-thematic and cross-thematic costs, and ensures sound financial management of partnerships.

 

SCOPE OF ROLE:

Reports to: Head of Finance

KEY AREAS OF ACCOUNTABILITY:

Accounting

  • Cash & Bank
  • Act as a custodian for the petty cash and cashbook
  • Reviewing all documents submitted for payment to ensure proper procedures have been followed and tracking all program and salary advances issued and returned
  • Ensure bank signatories are up to date
  • Posting all cash and bank transactions into Agresso and ensuring coding and narrative are complete
  • Perform weekly cash counts and ensure book and actual balances reconcile and monthly bank reconciliation for all bank accounts

 

Partnerships 

  • Sub-award Management and Monitoring:
  • Verify and ensure that all partnership expenditure spend is compliant with Save the Children and donor policies
  • Conduct partner capacity assessments and partner award risk assessments
  • Verify partner expenditure reports, through remote and direct visits, and provide audit summary with recommendations to Head of Finance
  • Conduct periodic financial monitoring visits to evaluate the systems, recommend improvements and monitor implementation of improvements
  • Assist awards/program teams in preparation of end of award letters detailing accepted, disallowed and queried costs, and where applicable any balances owed to or from partners
  • Liaise with Finance Officer to ensure the timely processing of payments to partners
  • Follow-up with partners to ensure timely submission of financial reports
  • Track partner advances and reported expenditures and provide regular updates to department management
  • Ensure that partner expenses are posted to SCI systems in time and amounts owed to and from partners are monitored and cleared in time.

 

Budgeting and Reporting:

  • Prepare proposal budgets in line with donor guidelines while ensuring that Non- thematic rate of country is achieved.
  • Prepare the CAM calculator for all new budgets and ensure that the template is updated with all relevant funding.
  • Prepare budget realignments along with program staff for on-going awards if needed.
  • Providing support to the Head of Finance on Funding GAP analysis and other management reporting.
  • Drafting the staff allocation for all staff and ensuring allocations are provided to the related staff on time.
  • Prepare and distribute monthly system generated BvAs to area offices
  • Attend award review meetings along to understand and deliver Finance related Actions.
  • Prepare the financial reports in line with donor regulations and ensuring that deadlines are met as per reporting calendar in Funds summary.
  • Liaise with area office teams for updated Budget Phasing to update Budgets uploaded for Agresso.
  • Support the Area Offices team to oversee and monitor sub grantees/ grants as required per SC policies and procedures
  • Reviews budget spending and advise relevant staff on spending status. Requests feedback on all over/under spending.
  • Capacity building of staff on budgeting and financial reporting skills.
  • Provide other ad-hoc financial data or analysis as requested by Manager, FL or Field Teams.

 

 Other

  • Support to coordinate with CO Finance team in monthly tax calculations,
  • Assist Head of Finance in all month-end procedures, including posting of all transactions, bank -cash reconciliations
  • Participate in procurements committees for all country office procurement if needed
  • Manage finance assistant/intern in line with SCI objective and appraisal processes, to ensure efficient and effective support him/her received
  • Facilitate Head of Finance in preparation for all internal and external audits.
  • Perform any other duties and tasks, which are commensurate with the responsibilities and level of the post.
  • Provide support as required to the Head of Finance and finance team in monthly and yearly closings.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Finance or Accounting qualification and/or relevant experience in the
  • At least 2 years of finance/accounting/audit experience is
  • Proficiency in Agresso/Integra, Excel, and ERP-based financial systems.
  • Prior experience within Save the Children International or another large INGO in similar role(s).
  • Turkish and English language is
  • Excellent attention to detail and
  • Self-motivated with good time management skills and ability to prioritize workload, anticipate requirements, work to tight deadlines and communicate decisions on a regular basis.
  • Ability to operate in a changing environment: adaptable, flexible and supportive

  • INGO experience in finance is highly desirable.

 

Position holder will be based in Istanbul/Hatay, therefore legal right to work in Türkiye is necessary at the time of application.
