The United Nations Entity for Gender Equality and the Empowerment of Women, hereinafter referred to as UN Women hereby invites prospective vendors to submit a quotation(s) in accordance with the Request for Quotation (RFQ) documents, including General Conditions of Contract (GCC) and the Schedule of Requirements/Terms of Reference as set out in this RFQ.

Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors. In line with UN Women Global Strategic Plan (2018-2021), and its Country Strategic Note (2019- 2022), in Turkey UN Women works towards three overarching goals: 1) Women lead, participate in, and benefit equally from governance systems. 2) All women and girls live a life free from all forms of violence 3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action. Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

In addition to the programmes, UN Women also plays a leading role in the international campaign UNiTE to End Violence against Women Campaign’s Initiative for 16 Days of Activism to End GenderBased Violence “16 Days of Activism”.

From 25 November, the International Day for the Elimination of Violence against Women, to 10 December, Human Rights Day, the 16 Days of Activism against Gender-Based Violence Campaign takes place – a global campaign aiming to raise awareness and to galvanize action to end violence against women and girls around the world. The 16 Days of Activism against Gender-Based Violence is used as an organizing strategy by individuals and organizations around the world to call for the prevention and elimination of violence against women and girls. In support of this initiative, each year, the United Nations Secretary-General’s campaign UNiTE to End Violence against Women calls for global action to increase worldwide awareness and create opportunities for discussion about challenges and solutions. In the past few years, the UNiTE campaign called on governments, UN entities, civil society organizations and individuals across the world to “Orange the World” to raise public awareness about the issue of violence against women and girls. The UNiTE campaign has utilized the colour orange to represent a brighter future, free from violence against women and girls, as a unifying theme running through its global activities.

In the framework of the 16 Days of Activism Campaign, UN Women Turkey has been addressing gender-based violence through campaigns, events and activities aiming to raise awareness and galvanize action since 2012. For the past two years, “Fireflies” has been the metaphor of the campaign with the connotation for solidarity as they use their blinking lights to light the dark and communicate with each other. In 2018, UN Women launched the atesbocekleri.info website and called the citizens to mark their place by putting a firefly on an interactive map, when they witness domestic violence case and/or if they know someone who is exposed to violence. Through the campaign UN Women encouraged women and girls to build solidarity against domestic violence against women. In 2019, UN Women launched ‘Light the Dark’ campaign with a focus on public safety and called citizens to pin a firefly on the interactive map on www.atesbocekleri.info, where they feel unsafe in their cities or towns. UN Women has been sharing the results of the campaign with the municipalities when requested and some municipalities have started taking actions based on the data received from Light the Dark Campaign. In 2020, UN Women will use “Fireflies” for a digital 16 Days of Activism Campaign on online and ICT-facilitated gender based violence.

The Concept and Objectives of the Assignment

Violence against women is a human rights violation and is endemic to all societies. It has severe consequences for victims/survivors as well as their families and communities. As the COVID-19 pandemic increases economic and social stress, coupled with restricted movement and social isolation measures, an exponential increase in gender-based violence is reported in many countries around the globe.

During the COVID-19 pandemic, violence against women is manifested in different forms, including domestic violence and online and ICT-facilitated violence. Although there is still lack of comprehensive global definition and data on online and ICT-facilitated violence, global evidence suggests that women are disproportionately targeted and suffer serious consequences. As more and more people are using the internet with greater frequency, with 50% to 70% increase amid quarantine measures and self-isolation policies, women and girls are more at risk of experiencing cyber violence.

Within this context, in 2020, on the occasion of the 16 Days of Activism against Gender-Based Violence, UN Women Turkey plans to launch a digital campaign to increase awareness on and galvanize action for online and ICT-facilitated violence.
