Field Administrator (2 positions, Adana (1) and Diyarbakır (1)

Background

The unemployment rate of the young population between the ages of 15-24 is 26.1% and the rate of young people who are neither in education nor in employment (NEET) is 29%, making Turkey one of the countries with highest NEET figures among OECD members. 36.6% of young women in Turkey are NEET. The number of women between the ages of 15-24 who have graduated from vocational high school at least two years ago and who are not looking for a job, exceeds one million. It is proven that young women are more likely to be NEET than men with a gap of more than 20 percentage points in the case of Turkey. Family responsibilities in Turkey, the burden of care (children, elderly, etc.), social roles, social structure and inequalities, marriage at an early age, women’s education being less than men are the major factors leading to women’s unemployment. During the pandemic inequalities deepened since women work more in informal economy.

Two categories of NEET women are identified namely “invisible NEET women” who are harder to reach and transform and “reachable NEET women” with more accessible profiles and with a potential to transition to work, education, and training. A two-tiered approach is employed for these categories: “Raise the invisible NEET women issue at the national level” and “empower women with more reachable NEET profiles to facilitate their transition to the labour market”.

To provide grounds to make the problems and needs of NEET women, the Project is designed in collaboration with United Nations Development Programme (UNDP) Turkey Country Office (as implementing partner) and Sabancı Foundation (donor). Moreover, the Project is designed in strong coordination with the Ministry of Family and Social Services (MoFSS) and the Ministry of Labor and Social Security (MoLSS).

The Project is designed on three outputs:

  • Output 1: The problems and needs of the NEET women raised in national fora to activate the relevant stakeholders and institutions.
  • Output 2: Awareness-raising and empowerment of Invisible NEET Women ensured.
  • Output 3: Reachable NEET women’s skills and employment opportunities improved.

Duties and Responsibilities

The overall objective of assignment will be to design, coordinate and report activities of the Project. Field Administrators will work in close cooperation with the Sabancı Foundation, the Ministry of Family and Social Services, the Ministry of Labor and Social Security and local stakeholders. Moreover, the field Administrators is expected to closely work with target group of the project at the field level.

The Field Administrators will undertake the relevant tasks as follows:

1. Provision of technical expertise and coordination support for the effective design, implementation and monitoring the project activities at field level.

  • Administer and coordinate the implementation of the assigned activities of the projects.
  • In collaboration with the relevant projects staff (i.e. administrative and technical staff), develop periodic activity plans along with a resource allocation plan.
  • Develop terms of references (ToR) for the consultancy and/or professional services to be procured within the scope of the assigned project activities.
  • Under the overall supervision of the UNDP LED Projects Manager, coordinate and monitor the work of the individual consultants and/or professional service providers to be contracted within the scope of the Project.
  • Assure quality of the assigned activity outputs in accordance with the specific terms of reference of the assignments and the provisions of the project documents.
  • Participate in projects consultation meetings and provide the representatives of the concerned institutions with technical inputs regarding the assigned projects activities.
  • Provide timely and substantive inputs for the regular project reports.
  • Fulfill additional tasks, as required.

2. Ensuring effective implementation of the Project activities in field level and coherence with the local agenda.

  • Track local agenda and activities of the local stakeholders limited to scope of the Project.
  • Participate in meetings with relevant institutions as regard to project implementation.
  • Establish and maintain strategic partnerships and implementation strategies defined in the project documents with national authorities and local partners focusing on achievement of the results and the outcomes of the assigned projects activities.
  • Ensure close communication and coordination amongst relevant local public authorities, municipalities, NGOs and other stakeholders.
  • Provide feedbacks from field level to PM for boosting effectiveness of Project Activities.
  • Ensure visibility of the donor and implementing partner and the Project at field level.
  • Fulfill additional tasks, as required.


Institutional Arrangement

The Field Administrators will report to ISG-PPI Local Economic Development (LED) Projects Manager. She/he will also fulfill additional tasks to be requested by the ISG Portfolio Manager at the UNDP. Under the direct supervision of the Projects Manager (PM), the Field Administrators recruited by UNDP to work in close cooperation with project stakeholders at the field level.

The Project Management Unit (PMU) is to be established comprising permanent staff including Projects Manager (PM) and any other support staff appointed for successful completion of the Project. The PMU will assist and support to the Senior Executive in performing its role as an implementing partner. PMU also includes any technical expert/consultant hired for the successful implementation of the Project. PM will be responsible for close surveillance of performance of technical experts if any. The Field Administrators will be a part of the PMU.


Travel

Places of work for the assignment (duty stations) are Adana and Diyarbakır. Each Field Administrator will work in one of these provinces. The work will be home-based and will include on-site activities whenever necessary. The Field Administrators are expected to reside in duty stations. The official travels approved by the supervisor will be covered based on UNDP Travel Rules and Regulations.

Required Skills and Experience

Min. Academic Education

Bachelors’ degree in Economics, Labor Economics, Business Administration, Sociology, City and Region Planning, Political Science and Public Administration, Engineering, or any other relevant discipline.

Min. Years of Relevant Work Experience

Minimum 2 Years of Relevant Work Experience is required

Required Skills and Competencies

Technical/Functional Competencies:

  • Minimum 2 (two) years of hands-on experience in local economic development and/or social development and/or youth employment is required
  • Minimum 2 (two) years of hands-on experience in development projects is required

Assets:

  • Master’s degree in relevant field shall be considered as an asset
  • Any relevant certificates will be considered as an asset
  • Working at international organization shall be considered as an asset
  • Professional experience on coordination of internationally funded projects shall be considered as an asset.

Notes:

(i) Internships (paid/unpaid) are not considered professional experience.

(ii) Obligatory military service is not considered professional experience.

(iii) Professional experience gained in an international setting is considered international experience.

(iv) Experience gained prior to completion of undergraduate studies is not considered professional experience.
