II.            Evaluation, and Awarding:

Submission of Bid

You must submit your bid form via Email to ([email protected]), clearly marked with the RFQ number and the Bidders name.

 

Any Bids not received on the official DDD Bid Form, may be disqualified for non-compliance with these RFQ Instructions.

 

All Bids received in pencil will be disqualified.

 

Prices

All Bids must include all customs and taxes payable in the country of delivery unless the RFQ specifically requests a Bid is other than DDP (INCOTERMS 2010).

 

All Bids must be in the currency stated on the RFQ Bid Form. Bids in any other currency may be disqualified.

 

DDD reserves the right to correct any incorrect calculations on the Bid Form.

 

Validity of Offer

Your Bid must be valid for the ‘Bid Validity Period as stated on the Bid Form. Bids not meeting the Bid Validity Period may be disqualified. DDD will attempt to notify all suppliers of the outcome of their Quotations by [End of Feb 2020]

Evaluation of Bids

All Bids received and accepted will be evaluated on a ‘lot’ basis.

CONTEXT

 

Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS)services as well as sexual and reproductive health (SRH).

 

Since the beginning of the Syria and Iraqi crises, Turkey has become host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s intervention aims to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities in Idlib and Afrin provinces to deliver health-related services to IDPs.

 

Dünya Doktorları Derneği (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.

 

Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

 

DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.

 

Scope of responsibilities:

 

The consultant psychiatrist is responsible for supporting the mental health care activities provided by the mental health team( MH-Gap Doctors)  and the primary care providers ( GPs and Nurses )  inside whole of Syria, in addition to providing continuous specialized training to ensure the preeminent care with model practice , and support the improvement of mental health quality services according to DDD principles .

The consultant psychiatrist will work for DDD Syria Mission at Syria offices, and will work closely with other MHPSS staff and the medical team. The consultant psychiatrist will report directly to the program medical managers for WoS mission who is based in Syria.

Caseload: 20 hours per week.

Main responsibilities:

 

Operational /technical responsibilities:

  • The consultant will act as the referent psychiatric specialist for MhGAP doctors and psychologists working in all Syria Mission projects ensuring capacity for the evaluation of psychiatric needs for primarily complicated/unstable mental health patients or who are newly diagnose and not improving. In this capacity, the consultant will elaborate a diagnosis, establish a treatment plan (or revise the current one) , provide /review and monitor the pharmacological treatment and follow-up each patient and clinical outcomes according to DDD protocols within view to improve their mental health conditions. These consultations are typically conducted by either direct consultations or by telephone /skype/WhatsApp communications, as such the consultant will support the DDD health staff directly responsible for the care of these patients.
  • The consultant will act as the focal point/gate keeper to sanction and authorize all patients’ referrals, in collaboration and in support to the medical and mental health DDD teams. Referrals whenever necessary will be authorized to other health professionals/institutions in order to provide the most appropriate treatment.
  • Act as a liaison with psychiatric tertiary referral hospitals (when available) when psychiatric admissions are required.
  • Be available 24/7 to provide ad hoc/emergency telephone consultations to medical providers for very complex patients or challenging patient situations.
  • Develop and maintain an interdisciplinary approach to MH patients’ management by reviewing treatment plans and progress, consulting and collaborating with primary care medical doctors, psychologists, nurses and other health care providers.
  • In collaboration with the medical coordinator assure quality and safe service for patients and staff by developing policies, procedures, standards, rules and regulations.
  • Enhances the MHPSS and the medical departments and the DDD organization’s standing and reputation by accepting responsibility in accomplishing new and different tasks and requests; exploring new opportunities to add value to the incumbent existing professional requirements and obligations.
  • Undertake other tasks as assigned by the medical coordinator to enable and contribute to DDD projects/activities.
  • Assist the medical Coordinator with pharmaceutical requests.

 

Training:

  • In collaboration with other MHPSS and medical team member assist in define, develop and deliver in-service specialized training regarding current understanding of best practices for the recognition and treatment of mental health conditions in primary health care.
  • Provide trainings and clinical supervision for MHPSS team and medical team (mainly MH GAP for GPs).
  • Assist and train others (I/L) NGO staff members whenever necessary in order to enhance the scope of MH activities and external collaboration with DDD projects

Quality monitoring and Reporting

  • Describes and analyses his/her activity in its environment.
  • In collaboration with MHPSS and medical teams, implement and update quality monitoring tools (formats, clinical files, data base) to evaluate the impact and effectiveness of the MH program related to his /her scope of responsibility.
  • Participate in relevant discussions and planning with team members to monitor and improve the quality of the program.
  • Ensure that all patient information is kept confidential.
  • Ensure that all patients’ paperwork is completed in a timely manner and according to DDD protocols.
  • Report on weekly and monthly basis to the medical coordinator regarding activities.

 

Meetings and Representation

  • Participate in multidisciplinary meetings and activities on request by medical coordinator by skype.
  • Actively participate in clinical supervisions, team, medical case reviews, and patient treatment plans.
  • Participate in MHPSS working group on request by medical coordinator if possible.

Recruitment qualifications/criteria:

  • Essential: Certified Psychiatrist with complete MH GAP training certified.
  • Extensive clinical experience in psychiatry (at least 3 years); including experience working with displaced people, survivors of violence, survivors of gender-based violence, and at least 3 years with NGOs.
  • Good understanding of Mental Health and Psychosocial Support (MHPSS) programming
  • Understanding of psychiatric care context in Syria.
  • Cultural sensitivity, strong commitment to human rights and gender equality, genuine interest in people and in supporting migrant and vulnerable populations
  • Willingness to travel to project locations to meet and support field teams whenever possible.
  • Ability to work within a multicultural team and with diverse populations
  • Languages: Fluent in Arabic and English (spoken and written) is mandatory, Turkish and Kurdish will be an asset.
  • The desired consultant will be taken place in Idlib or Afrin, therefore the access ability is a must.
  • Official registered company, or official self -employed, who has a tax register number.
  • Good computer skills.

 

Annex – 2

 

Dünya Doktorları Derneği (DDD) Ethical Clauses

 

 

 1:  Confidentiality Agreement

 

The service provider / supplier will keep strictly confidential, and will not disclose, any information, document, data or concepts that it might have gained knowledge of as part of the present contract, unless this relates to audit inspection procedures as stipulated in clause 4 of the present ethical clauses. This applies to the supplier/service provider, employees and any potential subcontractors.

 

However, it would not be held responsible for the disclosure of information already in the public domain at the time of disclosure, or, if this knowledge had been gained legitimately through a third party.  This obligation of confidentiality will last for a further ten years following the end of the present contract.

 

2: Ethics and Policies

 

Upon signing the contract, the supplier agrees, for the duration of the work, to:

 

  • Not to have any personal relationships with DDD staff that are involved in selecting suppliers and to not enter into conflict of interest, either directly or indirectly.

 

  • Abstain from any relationship that might compromise the supplier’s independence or that of its employees,

 

  • Not find itself in any of the following situations: business folding, sentencing for a criminal offence, serious breach of contract due to the non-respect of its contractual obligations under dealings funded by any donor or agency.

 

  • have met legal requirements concerning tax and social security payments according to the laws in Turkey.

 

  • while the contract is being carried out, adhere to Turkey’s laws, decisions and other regulations that are likely to affect the order in any way, or that might apply to operations or activities that are covered in the contract,
  • Respect and ensure that all employees respect a person’s basic rights, human dignity, and, in particular, the International Labour Organization’s international employment laws in social and health and safety terms, freedom of association and collective negotiation conventions as well as abolition of forced labour and child labour conventions.

 

  • Not infringe upon the political, cultural or religious customs of the country (or countries) where the contract is being carried out,

 

  • avoid any links with conflict and to have no involvement in the supply or transportation of arms and/or terrestrial landmines, or unethical exploitation of natural resources, in particular sensitive goods, such as precious metals or stones and rare earth elements,

Any evidence of not conforming with the above, or any failure to comply with these obligations during the contract, could result in DDD terminating the contract without any formal notice.

 

Except when DDD has provided prior written consent, the supplier / service provider and its employees or any other organisation to which the supplier / service provider is associated or linked, is not qualified, even on an ancillary basis or as a subcontractor, to carry out other services, to undertake work or to deliver goods other than those stated in the contract.

 

This restriction also applies, where necessary, to other projects for which the supplier / service provider might be, because of the nature of the market, in conflict of interest.

 

The supplier will act with impartiality at all times providing fair advice, in line with its professional code of ethics. It will abstain from making public announcements about the project and the goods or services supplied as part of the contract without prior agreement from DDD and will not involve DDD in this in any manner without DDD’s prior written consent.

 

3The Fight Against Corruption

 

The payment made to the supplier for this contract will be its only payment for this work.

 

The supplier and its employees must not carry out any other activities or gain any benefit that is in conflict with its duty to DDD.

 

DDD reserves the right to terminate the contract if corrupt practices of any nature are uncovered at any stage of the supplier’s selection process, contract signing or order fulfilment.

 

For the purposes of this provision, “corrupt practices” are any offer, or agreement to offer, anybody illicit payments, gifts, rewards or commission as an incentive or reward for carrying out, or not carrying out, clauses related to the supplier’s contract with DDD.

 

All offers will be thrown out or contracts ended immediately if it turns out the awarding of the contract has resulted in corruption.

 

Corruption relates to any commission that wasn’t stated in the contract, that isn’t made in payment for a legitimate service, is paid into a tax haven, is paid to a recipient that is not clearly identified, or to a corporation that has all the features of a shell corporation.

 

Upon request the supplier will provide DDD with supporting clauses relating to the conditions of the contract.

 

DDD will be able to carry out any check it deems necessary, both of documents and on the spot checks, to gather evidence if there is a presumption of corruption.

 

The supplier engaged in corruption on projects funded by DDD risks, dependent upon the seriousness of what has occurred, the contract ending and indefinite exclusion from business with DDD.

 

4: Inspection and Auditing

 

In order to authorise the inspection of the above clauses and to enable auditing, the supplier / service provider will grant DDD and, if needs be, the European Commission, the European Anti-Fraud Office and the Court of Auditors, as well as all other institutional financiers that are involved in the project or programme relating to this contract, access to the appropriate financial and accounting documents.

 

5: Sanctions 

 

Failure to comply with one or several of the ethical clauses could result in the supplier / service provider being excluded from future dealings with DDD and result in sanctions, including the termination of its contract with DDD.
