The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.
We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across 31 countries. We specialise in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene.
We stand up for people forced to flee. NRC is a determined advocate for displaced people. We promote and defend displaced people’s rights and dignity in local communities, with national governments and in the international arena. NRC’s Internal Displacement Monitoring Centre in Geneva is a global leader in monitoring, reporting on and advocating for people displaced within their own country.

We respond quickly to emergencies. Our expert deployment capacity, NORCAP, boasts around 1,000 experts from all over the world who can be deployed within 72 hours. Our experts help improve international and local ability to prevent, prepare for, respond to and recover from crises.

Around 6,000 men and women work for the Norwegian Refugee Council. Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo. Many of our colleagues were once themselves fleeing their homes.

In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people.

The Syrian Crisis has now entered its seventh year, but the level and intensity of conflict in the country remains high. According to OCHA, 13.5 million people are in need of humanitarian assistance inside of Syria and millions have been forced to flee. Approximately 6.5 million people are IDPs – over one third of the total population, including those forced to leave the country, and more than 40% of the current population living inside the country

The purpose of this consultancy is to train 25 NRC Trainers in Certificate III Training and Assessment qualification.

The consultant/s will be engaged by the NRC Syria Response Office (SRO) to develop and present a 20 day competency based training package to train staff working in NRC Youth Vocational Training programs as life skills, small business skills and vocational skills trainers.

The consultancy will comprise of the following components as a part of a work plan agreed on with the NRC SRO Education Specialist:

  • design and development of 20 day competency based Certificate III Training and Assessment program
  • implementation of 20 day training program for 25 participants
  • assessment of 25 participants both in training and on the job

Competencies to be covered in training:

  • Plan for assessment
  • Participate in assessment reviews
  • Help with assessment
  • Plan, deliver and organize group based learning
  • Ensure a healthy and safe learning environment
  • Establish effective workplace relationships in a training centre
  • Work effectively in vocational training
  • Carry out assessment
  • Design and develop learning programs
  • Design and develop tools and materials for assessing candidates
