PROJECT MANAGER
  Reports to: Head of Program, Executive Director
 
1.       Job Summary

The Project Manager will manage all aspects of the assigned grant. He/she develops, leads, monitors and evaluates assigned project. The role requires active engagement with local partners who support in implementing the project activities. The position has line management responsibility for project staff funded by this Grant.

 

2.       Responsibilities & Tasks:

Within delegated authority, Project Manager will be responsible for the following tasks:

2.1.  Project Management:

·         Under the supervision of the Head of Program, provide planning, programmatic and technical support to the assigned project.

·         Provide leadership for the assigned project, working to ensure short- and long-term impacts and outcomes are successfully achieved and there is a positive impact for the beneficiaries, local authorities and local partners.

·         Continuous supervision and monitoring of project activities, regularly evaluating progress of the outputs and targets (through on track/off track assessments) and develop corrective actions in coordination with Head of Programs and Executive Director to mitigate any delay in implementation.

·         Raising order requests based on program procurement plan/spend down plan and coordinate with operations to ensure procurement is received in a timely manner.

·         Under the guidance of the Head of Programs and Executive Director, work constructively with support teams to ensure sound administrative practices with regards to record keeping and communication/visibility and ensure programs are implemented in compliance with donor requirements through the project lifecycle.

·         Draft all technical donor narrative reports and other internal program reports and submit to the Head of Programs and Executive Director for review.

·         Frequent travel to program sites and provide supervision and guidance to the team as needed.

 

2.2.  Staff Management:

·         Line manage staff assigned to project, including day-to-day management, developing of work plans, training plans, regular staff appraisal and performance reviews.

·         Facilitate regular meetings with staff to ensure regular information sharing on project performance.

·         Provide coaching and technical supervision to staff (and partners), in coordination with Head of Programs and Executive Director.

 

2.3.  Financial Management:

·         Manage the budget for assigned project(s) and ensure all expenses are according to budget and meet  YSYD standards with regards to financial management and accountability.

·         Hold monthly Budget Versus Actual meetings with the Head of Programs and Executive Director to review spending and suggest course correction in the event of major underspending or overspending.

 

2.4.  Partnership Management:

·         Conduct needs assessment (as required) for prospective new partners, in coordination with the YSYD Grant Team.

·         Work closely with YSYD’s partners and donors to achieve agreed targets and activities and build and maintain healthy relationship with them.

·         Ensure partner quality of the program through compliance and adherence to YSYD, donor and national policies, procedures and guidelines, as well as internationally recognized standards.

·         In coordination with the YSYD Gant Team, conduct regular follow-up to ensure the timely implementation of the projects, donor compliance and where needed provide capacity support to their organizational development.

 

2.5.  Monitoring and Evaluation:

·         Ensure successful planning, implementation, monitoring, recording and reporting of project activities.

·         Draw up periodic reports on project activities for relevant managers and funders.

·         Contribute and support YSYD’s knowledge management efforts through collecting lessons learned and best practices and disseminating to the team.

 

2.6.  Communication and Coordination:

·         Develop and maintain regular and transparent supportive communication structures.

·         Participate in internal and external coordination meetings, as requested by the Head of Program and Executive Director.

 

2.7.  Program Development:

·         Works with YSYD Grant Team on program development including, proposals, concept notes, modification requests etc.

·         Share technical reports, research, field reports with the Head of Program to support development of concept notes

·         Ensure grants are implemented in line with contractual obligations, policy and regulations.

3.        Required Skills/Qualifications:

·         At least bachelor degree in Development Studies, Economics, Management or other closely relevant field.

·         Relevant professional experience of not less than 2 (two) years.

·         Familiarity/prior experience with internally displaced persons and refugees-returnees would be an advantage.

·         Familiarity/prior experience with Humanitarian/NGO sector would be an advantage.

·         Familiarity with logistics, HR, Finance and administrative processes.

·         Excellent technical skills in proposal writing, analysis and report writing.

·         Ability to build and sustain effective partnerships with partners, local authorities and community organisations.

·         Computer/IT literacy (Particularly Microsoft Office Programs)

·         Fluency in written and verbal English and Turkish.

·         Sensitivity to cultural differences and ability to work in multi-cultural environment.

4.       Additional responsibilities:

In relation to their level of skills and experience the post holder may be required to carry out additional duties from time to time that are reasonable.
