Title: MHPSS Gender Advisor

Period of Assignment: 01.10.2016 – 30.11.2027

Location: Ankara

Project: MHPSS for Syrian Refugees and Residents of Host Communities in Türkiye

 

A. Main Activities

1. Cooperation and technical support with partner organizations 

• Liaises with project partners and stakeholders
• Reviews project proposals from implementing partners and develops needs-based MHPSS (Mental Health and Psychosocial Support) measures together with them, with a special focus on gender-responsive approaches
• Conducts regular meetings with partners and develops action plans to ensure that activities meet quality standards and results align with project objectives.
• Advises project partners on technical issues related to psychosocial support, in particular on counselling families and children, as well as on the prevention of and response to gender-based violence (GBV)
• Advises project partners on the implementation of gender-sensitive psychological and psychosocial counselling in the context of a possible return of Syrian refugees to Syria.
• Supports project partners in following their grant agreements in cooperation with the project’s finance manager

2. Capacity Development Measures

• Identifies Capacity Development needs in MHPSS with project partners following a participatory approach
• Develops Capacity Development plans, curricula, and training methods together with project partners, especially in the areas of gender-responsive MHPSS services and GBV prevention and response
• Develops and manages tender processes for capacity development measures
• Recruits and accompanies consultants implementing training and supervision measures
• Assures quality control of the capacity development measures
• Follows up on the impact of capacity development measures

3. Networking/Communication

• Coordinates regular meetings, exchange formats, workshops, seminars, etc. with project partners
• Represents the project in relevant networks, stakeholder meetings and other events, especially on topics related to gender specific approaches in the health/MHPSS sector
• Supports the GIZ Türkiye country office and other projects on MHPSS and gender-related topics
• Supports the technical and logistical preparation and execution of project visits by public and political figures (e.g., political delegations)

4. Management of short-term experts and consultants 

• Drafts TOR for local and international short-term experts and consultants
• prepares consulting missions technically and logistically, including translation services for international experts
• prepares knowledge inputs and provides local context information
• ensures quality of mission outputs (reports, etc.)

5. Support of the project management, reporting & knowledge management 

• contributes to reviewing partner’s progress reports before submission for technical review
• provides input to regular GIZ-reporting formats
• supports the preparation of factsheets, specific knowledge management tools and knowledge products, website, presentations, etc.
• assists with translation to and from Arabic and Turkish as required and/or ensures that the quality of translated documents is at a very high standard
• ensures that all relevant documents are archived in the document management system of GIZ

B. Required qualifications, competencies and experience

 

Education/Qualifications

• University degree (Master’s or PhD) in Psychology, Clinical Mental Health, or a related field

 

Professional experience

• At least 10 years of professional experience in mental health and psychosocial support, particularly in humanitarian settings or international cooperation
• At least 5 years of experience in gender-sensitive MHPSS as well as GBV prevention and response in Türkiye or the Middle East
• At least 3 years of expertise in capacity development, clinical supervision, and staff care with employees of NGOs and state institutions who work in crisis and disaster contexts
• At least 3 years of experience in designing and delivering training programs and workshops
• Proven work experience in the field of MHPSS for persons affected by conflict-related violence and displacement with special focus on the crisis in Syria
• Strong work experience in cooperating with governmental and/or civil society actors (NGOs, CBOs etc.) in the MHPSS sector in Türkiye
• Proven experience in the elaboration and publication of reports/articles/manuals on MHPSS in Arabic, Turkish and English

 

Other knowledge, additional competencies

• Fluent in Arabic, Turkish and English
• Good working knowledge of ICT technologies and computer applications, especially MS Office (Word, Excel, Outlook)
• Strong people skills and a team player
• Ability to contribute to problem-solving and mediation by advising in a context of potentially diverse interests and complex framework conditions
• Strong verbal and written communication skills
• Willingness to travel within Türkiye
