Emergency Response & Preparedness Manager

Who We Are

Human Appeal is a global non-profit humanitarian and development organisation. We deliver life-saving emergency assistance such as food, medical aid, and disaster relief. At the same time, we run sustainable, community-led programmes in healthcare, education, and livelihoods to build resilience and self-reliance. Our experienced local teams work in vulnerable, hard-to-reach areas. Guided by a vision of a just, caring, and sustainable world, our mission is to save lives, alleviate poverty, and empower communities in line with the core humanitarian principles of humanity, impartiality, neutrality, and independence.

Position Overview

We have an exciting opportunity for a Emergency Response & Preparedness Manager position within the Programmes department in HQ.

This role offers the opportunity to shape how the organisation prepares before crises happen and to provide practical support when emergencies unfold. The post holder will combine structured preparedness work with hands-on response coordination, helping teams, partners, and affected communities benefit from faster, more organised humanitarian action.

This role exists to build and maintain the organisation’s readiness to respond rapidly and effectively to humanitarian emergencies, while strengthening the Emergency Response function’s capacity to lead and coordinate live responses. The postholder has primary responsibility for emergency preparedness, including contingency planning, early warning monitoring, stock and roster readiness, simulation exercises, and preparedness-focused coordination with internal and external stakeholders.

Alongside this technical leadership role, the postholder will provide delegated support to the Head of Emergency Response & Preparedness during emergency activations, surge periods, or periods of absence. This may include supporting coordination, decision-making processes, representation, information management, and operational oversight as required. While the role does not hold automatic line-management or approval authority over emergency responses, the postholder may exercise defined delegated authority during Head of  Response & Preparedness absence or activation periods, in accordance with the organisation’s Delegation of Authority framework.

The role therefore sits at the intersection of two complementary functions: leading the organisation’s preparedness agenda and providing flexible response coordination support when emergencies occur.  It is best suited to someone who can move confidently between structured planning, stakeholder engagement, and the fast-paced demands of humanitarian response operations.

The postholder will ensure that preparedness systems and emergency response mechanisms integrate safeguarding, child protection, protection mainstreaming, gender equality, disability inclusion, accountability to affected populations (AAP), conflict sensitivity, and do-no-harm principles. The role will work closely with technical teams to ensure that organisational readiness and emergency response frameworks meet both humanitarian standards and donor compliance requirements.

The scope of delegated authority applicable to this position will be defined within the organisation’s Delegation of Authority framework and reviewed periodically to ensure clarity of decision-making responsibilities during emergency activations and periods of managerial absence.
