Project: Technical Assistance for FARMERS: Facilitating Agricultural Recovery & Mitigating Earthquakes’ Repercussions for Sustainability Project, GIZ International Services
A. Main Activities
The Jr. Project Implementation Manager is responsible for:
- Assisting the Project Manager in overseeing the Technical Assistance Team (TAT).
- Overseeing the project workplan and ensuring the timely planning and execution of operational and technical processes, in consultation with Team Leader and the Project Manager.
- Coordinating the Team Leader, NKEs, and project assistants to maintain workflow efficiency and ensure team members meet their tasks and deadlines
- Identifies Non-Key Expert requirements for upcoming activities, prepares Terms of Reference (ToRs) accordingly, and supports the recruitment and onboarding process.
- Coordinates and monitors the preparation, review and quality assurance of project deliverables, technical reports, training materials and other outputs prior to submission.
- Supporting the operational planning and implementation of capacity development activities.
- Coordinates and monitors project resources, ensuring quality assurance of project outputs, and assisting the TAT in fulfilling all technical and administrative commitments to the Contracting Authority
- Maintaining regular coordination with beneficiary institutions, public authorities, local stakeholders and service providers to facilitate project implementation.
- Participating in regular weekly management and steering meetings to report on the progress of project activities, interventions, and components
- Performing essential office management tasks in collaboration with the team
- Managing and handling necessary documentation for Team Leader and Non-Key Experts in cooperation with the team
- Handling tasks related to knowledge management to support the project’s goals
The Jr. Project Implementation Manager performs the following tasks:
1. Coordination
The Project Implementation Manager:
- Ensures that relevant information is exchanged between project staff, consortium partners, capacity providers and other parties involved in the project implementation,
- Establishes a connection between TAT, the Contracting Authority, the Beneficiary, and the EUD,
- Acts as the focal point of the project with local institutions in the project region,
- Organizes regular management and steering meetings and presents the progress of project activities/interventions/components,
- Provides final proof-reading of written materials, reports, etc. with relation to the project in Turkish and English languages,
- Drafts and revises project reports in cooperation with the Team Leader and Non-Key Experts,
- Oversees the preparation and implementation monitoring of project/programme plans and activities in close consultation with the Team Leader and the project counterparts
- Develops and organises quality assurance measures and suggests necessary initiatives
- Communicates with local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project
- Creates network database for the project-related purposes and GIZ
2. Organizational Support
The Project Implementation Manager:
- Coordinates with the GIZ Ankara office on the delivery mode of service
- Ensures good communication and flow of information within the project and with the GIZ office
- Coordinates and monitors short-term Non-Key Experts assigned to project in completing their tasks
- Coordinates project assistants in day-to-day project implementation
- Supports the TAT in searching, contracting and monitoring of Team Leader and Non-Key Experts
- Organizes and moderates team meetings in connection with the Project Assistants
- Oversees organisation of administrative and logistical aspects of project activities (meetings, workshops etc.) with the support Project Assistants and GIZ Office (Service Unit or Procurement Department)
- Ensures quality control of project documents in terms of the EU Visibility Guidelines
- Supports the Project Manager in preparation of activity budgets
- Supports the Project Manager in supervising and controlling incidental budgets and lump sums.
- Supports the process for the preparation of the contracts of NKEs, procurement requests and documentation for project related activities in close cooperation with Project Assistant and GIZ Office (Service Unit or Procurement Department)

B. Required qualifications, competencies and experience
Education/Qualifications
- University degree (at least a bachelor’s degree), preferably in agriculture, environmental sciences, rural development, engineering, or a related field. Alternatively, any university degree with at least 3 years of relevant experience in project management and implementation in agriculture or environmental projects, ideally on internationally funded projects (e.g., EU, World Bank, GIZ, or UN).
Professional experience
- At least 3 years of experience in project management and implementation of international donor-funded projects (e.g., EU, World Bank, GIZ, or UN).
- Familiarity with agricultural ecosystems, rapid recovery strategies for affected areas, and disaster resilience practices is considered as an asset.
- Proven experience in implementing livelihoods and development project(s) in the project region is desirable.
- Proven ability to collaborate effectively with government authorities, agricultural organizations, local communities, and international stakeholders.
Other knowledge, additional competencies
- Native in Turkish, business fluency in English is required. Knowledge of German will be considered as an asset.
- Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. Ms office)
- Good management, time management and organisational skills
- Ability to work proactively and independently
- Ability to work to tight deadlines
