A. Main Tasks and Responsibilities

The transition to a low-carbon, climate-resilient economy will not succeed unless societies are equipped with the jobs and skills required for a just transition. While the importance of a people-centered approach is increasingly recognized in international climate discourse, significant gaps remain in implementation and country action is required. Currently, only 1% of global climate finance is directed toward jobs and skills development, only half of Nationally Determined Contributions (NDCs) explicitly reference technical and vocational education and training.

Shortages of workers and skills present major risks to achieving global climate targets. Coun-tries and companies that put people at the center gain a triple dividend: (1) accelerated progress toward climate goals, (2) stronger, more competitive, and resilient economies, and (3) more social cohesion. Consequently, investments in green jobs and skills must be understood not as a cost factor, but as a strategic investment in the transition to a low-carbon, climate-resilient economy.

In response, the Global Initiative on Jobs and Skills for the New Economy was launched at COP30 in November 2025, together with its Flagship Report (supported by BMUKN through IKI) and Action Agenda. The launch marked a pivotal agenda-setting moment under the UNFCCC, moving jobs and skills to center stage. The topic is expected to remain highly relevant in the lead-up to COP31 and beyond.

As part of a new two-year multi-country project in Ethiopia, Türkiye and Brazil, GIZ seeks to embed jobs and skills within national climate and development frameworks. As host of COP31, Türkiye is well positioned to showcase international policy processes and narratives related to jobs and skills for the green economy, as already reflected in the latest NDC 3.0. It can demonstrate the need to support workforce transformation in both carbon-intensive sectors and emerging green industries, but also in natural resources management, ensuring that employment and skills considerations are systematically integrated into the transition agenda. Thus, the country has growing demand and potential for green skills and jobs, which goes along with increasing investments in renewable energy, energy efficiency, industry, climate adaptation, and the Green Tech start-up ecosystem.

  • Provide technical expertise for the preparation of evidence-based knowledge products on Green Skills / Jobs and good practices for high potential sectors in Türkiye, including a flagship study, policies briefs and / or whitepapers
  • Contribute technically to and support organizing contributions to the Sustainable Business COP Working Group on Green Jobs and Skills
  • Involvement of relevant private sector associations and representatives from selected sectors (tbd) as sounding board and data providers on sector needs and potentials
  • Accompanying, where applicable, the involvement of the Turkish Ministry of National Education, the Ministry of Environment, Urbanisation and Climate Change and other government entities to anchor results politically.
  • Support in preparing evidence-based contributions from Turkish industry (barriers to transformation, investment, and training needs) for robust SB-COP recommendations.
  • Support the implementation of a green tech showcase in the context of COP31 from the skills/jobs perspective, among others, in cooperation with the German-Turkish Chamber of Industry and Commerce (AHK) (“Team Germany” approach) as well as German, Turkish and, if applicable, international industry, with a focus on market-ready technologies and industrial decarbonisation.
  • Liaise with political and implementation partners in a politically sensitive manner on requirement of the sector and build professional trusted relationship with the private sector and state actor by fostering dialogue formats
  • Organise technical and/or high-level events, peer exchanges, capacity development measures, and study trips and conduct regular business trips within Türkiye
  • Provide technical inputs of communication products according to donor requirements.

B. Required qualifications, competences, and experience

 

Education / Qualifications

  • Master’s degree in vocational training, economics, industrial engineering, environmental science, or a related field is required.

 

Professional experience

  • Minimum 5 years of professional experience in the vocational training of energy-intensive industries and/or energy sector and/or climate relevant sectors (e.g. agriculture)
  • Practical experience in working with/in companies on upskilling for a green and just transition and related green technologies
  • Minimum 5 years of experience in working with the Turkish private and public sector on green skills/jobs, in particular, with an in-depth understanding of and experience in dealing/communicating with industry, associations, and SMEs) and public-private dialogue formats
  • Strong networking skills and existing networks in Turkish businesses and trade sectors
  • Sound knowledge of international and national climate protection policies and instruments with relevance for private sector

 

Other skills, knowledge, and competences

  • Native in Turkish and business fluent in English is a must.
  • Strong communication and networking skills, especially in a sensitive environment.
  • Proven ability to work in a politically sensitive, public-private environment.
  • Advanced working knowledge of ICT and computer applications (e.g. MS Office package) is required.
