A. Main Tasks and Responsibilities

With the Sustainable Business COP (SB COP), the Brazilian COP Presidency initiated a new format in the run-up to the 2025 Climate Conference with the aim of strengthening the systematic involvement of the private sector in international climate diplomacy. Although ambitious climate targets have been set, there is still a lack of robust implementation mechanisms, investable project pipelines and viable interfaces between public climate policy and private sector implementation. The SB COP is conceptually based on established dialogue formats such as Business 20 in the context of the G20 and aims to create a permanent, structured platform for economic actors within the COP processes. It complements the political negotiation level with concrete contributions from the private sector, highlights implementation approaches and feeds practice-oriented recommendations into the UNFCCC processes. In this way, the SB COP aims to help close the gap between climate policy commitments and real economic transformation – for example in the areas of decarbonisation, supply chains, financing and investment. In Türkiye, GIZ will support the SB COP by engaging Turkish private sector associations and businesses to take over institutional and technical lead role within the initiative for the Turkish presidency.

The Turkish German Cooperation for Integrated Climate and Biodiversity Action – Policy Interface Project (2024–2029) is a strategic initiative implemented by GIZ in partnership with the Ministry of Environment, Urbanization and Climate Change (MoEUCC) under the International Climate Initiative (IKI). The project’s main goal is to assist the Turkish government in strengthening policy and institutional frameworks to meet national targets. In the run-up to COP31 the project seeks to support a showcase of green technologies from Türkiye and Germany and its potential for scaling and global uptake by supporting a mapping and peer exchange exercise along with public communication and advocacy in the COP31 context.

  • Involvement of relevant industry associations in SB-COP structures: Identification, approach and technical connection of key industry associations (including TÜSİAD, TOBB, TURKONFED) to selected SB-COP working groups (e.g. Green Jobs & Skills, Circular Economy, Transition Finance).
  • Accompanying involvement of the Turkish Ministry of Industry to anchor results politically.
  • Support in preparing evidence-based contributions from Turkish industry (barriers to transformation, investment and training needs) for robust SB-COP recommendations.
  • Planning and implementation of working group, accompanying and matchmaking formats in the SB-COP context with a focus on concrete implementation plans and pilot approaches.
  • Implementation of a green tech showcase in the context of COP31, among others, in cooperation with the German-Turkish Chamber of Industry and Commerce (AHK) (“Team Germany” approach) as well as German, Turkish and, if applicable, international industry, with a focus on market-ready technologies and industrial decarbonisation.
  • Linking investment and financing instruments: Targeted linking of SB COP discussions with existing platforms (e.g. Türkiye Industrial Decarbonisation Investment Platform (TIDIP), EIB project pipeline, KfW).
  • Liaise with political and implementation partners in a politically sensitive manner on requirement of the sector and build professional trusted relationship with industry and state actor by fostering dialogue formats
  • Organise technical and high-level national events, peer exchanges, capacity development measures and study trips and conduct regular business trips within Türkiye and, where needed, e.g., Germany
  • Provide technical inputs of communication products according to donor requirements.

B. Required qualifications, competences, and experience

Education / Qualifications

  • Master’s degree in economics, finance and/or industrial engineering, environmental science, or a related field.

 

Professional experience

  • Minimum 5 years of professional experience in the decarbonisation of energy-intensive industries and/or energy sector
  • Practical experience in working with/in companies on climate pathways and/or green technologies and preferably its finance
  • Minimum 5 years of experience in working with the Turkish private sector, in particular, with an in-depth understanding of and experience in dealing/communicating with industry, associations and SMEs) and public-private dialogue and partnership formats
  • Strong networking skills and existing networks in Turkish industry and trade sector
  • Sound knowledge of international and national climate protection policies and instruments with relevance for private sector and their financing

 

Other skills, knowledge, and competences

  • Native in Turkish and business fluent in English is a must.
  • Strong communication and networking skills, especially in a sensitive environment.
  • Proven ability to work in a politically sensitive, public-private environment.
  • Advanced working knowledge of ICT and computer applications (e.g. MS Office package) is required.
