1. Post Context/Post Summary
Allied Land Command (LANDCOM) HQ is the Theatre Land Component and Land Advocate responsible for coordinating and synchronizing NATO and Partner Land Forces by enabling land domain readiness, interoperability, standardization, and competency; on order deploys headquarters elements to provide planning, coordination, and command capabilities to Allied forces.
The Communications Division is responsible for the management of information activities and capabilities in support of LANDCOM policies, operations and activities in order to advance the aims of the Command.
The Information Environment Assessment (IEA) Branch is responsible for identifying and monitoring audiences, media products, media actors, their dynamics and their effects and for reporting on their influence on LANDCOM public image and operations.
The Staff Officer (Data Analysis) is responsible for creating and providing an image of target audiences, their cultural values and information systems to assess the beliefs, attitudes and behaviours and identify potential synergies and hindrances for the accomplishment of the mission. (S)he is also responsible for producing a picture of the media products being conveyed to them and the information emitters that influence these target audiences.
2. Principal Duties
The incumbent’s duties are:
1. Uses quantitative and qualitative data to evaluate specific narratives and their role in the Information Environment (IE), specifically in regard to NATO activities and issues of concern; to include audiences that are of interest to NATO.
2. Analyses and report on the effectiveness of other actors’ information activities, particularly disinformation or propaganda campaigns, on NATO operations and activities.
3. Use historical data points to gauge the success of previous hostile Information Activities, identify Tactics, Techniques and Procedures (TTPs) and forecast their potential use in future hostile communications.
4. Provides real time data insights to allow NATO communicators the ability to capitalize on NATO’s own communications and mitigate the impact of hostile communications in the IE.
5. Provide strategic level briefs on designated aspects of the IE when required.
6. Identifies IE trends and capabilities.
7. Produces estimates and special reports, extracts, studies and briefings on current situation in the Information Environment of LANDCOM area of interest.
8. Supports ACO’s broader Information Environment Assessment capability development by advising on data integration into existing analysis processes.
9. Contributes to the development of military information activities to create desired effects on the will, understanding and capability of adversaries, potential adversaries and other parties in support of mission objectives.
10. Supports the Analysis PMESII domains, to obtain a comprehensive understanding of how they interact in the engagement space.
11. Liaises with G2 to examine adversary, potential adversary, non-aligned, and friendly nations, as complex adaptive systems, to identify behaviours and structures, and to assess strengths, vulnerabilities and inter-relations.
3. Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent may be required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries for up to 183 days in any 18 month period.
The work is normally performed in a Normal NATO office working environment.

Experience
Three year’s experience in social analysis, Strategic Communications or Information Operations.
The incumbent must have experience in assessing the media environment including social media.

7. Additional Information
a. Allowances
Members of the staff who fulfil the conditions of eligibility laid down in the Civilian Personnel Regulations shall receive the appropriate allowances/supplements. Some of the allowances are installation allowance, expatriation allowance, family allowance and education allowance. Please refer to Chapter VII of the Civilian Personnel Regulations for details.
b. Privileges & Tax Exemptions
In line with the bilateral agreement, the NATO International Civilians who are neither Turkish nationals, nor permanent residents in Türkiye are granted various privileges and tax exemptions (covering purchase of motor vehicles, motorcycles, caravans, trailers, fuel, household furnishing and appliances and other similar items).
c. Contract
The successful candidate will receive a three-year definite duration contract, which may be followed by an indefinite duration contract. Also, the first 6 months of the employment is considered as the probationary period during which the performance of the incumbent is assessed. The definite duration contract will be confirmed only after the incumbent receives a “good” or “above good” performance evaluation in the probationary period.
