DUTIES INCLUDE:
Translation and interpreter services as needed in support of resident courses. The contractor will be notified approximately 60-90 business days prior to course start or the potential language requirements. DIMO hosts at least 2 courses per year (June and December). Pre-course translation material shall be provided to the contractor no later than 30 days prior to the start date of the course. Final translation of material shall be returned to DIMO within 10 business days. Material shall include, but is not limited to, course agenda, student instructions, daily and field study critiques, case studies, highlights and any other additional information needed, not to exceed a total of 15,000 words per language. Note: Daily and field study critiques from students will be translated onsite daily at the end of each day during the week of the course.
Provide one (1) interpreter for each language for two (2) to three (3) calendar days prior to the course start date for participant’s arrival at airport, check-in at hotel, and course registration, when necessary. The contractor shall provide one (1) interpreter for each language one (1) to two (2) calendar days after the last course day for departures from airport, when necessary. This shall be the same interpreter, not an additional interpreter. Travel dates for interpreters will be determined based on course participant’s arrival days, normally two (2) to (three) 3 calendar days prior to the course start date. Report times shall be determined as participant’s flight times are verified. Interpreters shall not exceed 8 hour work days, with exception of 10 hours possibly on heavy airport arrival and departure days.
Provide one (1) interpreter and a two (2) person simultaneous translation team for each language during the extent of the course. There must be flexibility to cancel translation/ interpretation services based on language needs of participants. Any cancellation of services would be based on agreed upon drop-dead-date by Contractor and Government. Each day shall not exceed 10 hours. In the event of an emergency in which the contractor must assist with translation, daily hours will be adjusted accordingly not to exceed the amount of hours authorized in this contract.
Provide and set up all equipment needed for up to three (3) full size walk-in booths that meet International Standards Organization (ISO) 4043 specifications; one for each language team. The booths shall be set up prior to 0730 on the first course day, tested and ready for the course to start. The booths shall remain set up and in one area of the course host facility until the end of the last course day.
Provide all audio equipment needed to include but not limited to a mixer, transmitters, control units, various microphones, including portable units needed for breakout rooms, headphones, and all other audio components needed to accomplish translations to accommodate up to 60 participants/observers/instructors.
Provide one (1) onsite technician to set-up, manage, and troubleshoot problems with all equipment during the course.
Provide all interpreters and technicians travel and per diem entitlements in accordance with AFI 36-2110 and JTR Vol 2 (civilians), with no overtime. In the event the interpreters are not local residents, the contractor shall make lodging arrangements at the facility chosen to host the courses at the local government per diem rate under the designated block of rooms for the course.
Languages most likely to present for translation/interpretation for both in-residence and exportable courses are, but not limited to: Dari Persian, Pashtu (both official), Arabic, French, Portuguese, Spanish (official), Farsi, Urdu, Russian, Bosnian, Croatian, Serbian, Khmer (official), Standard Chinese (Mandarin/Putonghua), Yue (Cantonese), Croatian , Turkish (both official), Czech, Estonian, Georgian (official), Creole, Hindi, Albanian (official), Lao (official), Nepali (official), Urdu, Punjabi, Vietnamese (official), German, Italian, Bosnian-Serbo Croatian, Bulgarian, Danish, Dutch, Finnish, Flemish, Greek, Hungarian, Norwegian, Polish, Romanian, Slovak, Slovenian, Swedish, Ukrainian, Amharic, Armenian, Azeri, Hebrew, Indonesia/Malay, Japanese, Korean, Latin, Latvian, Lithuanian, Macedonian, Swahili, Tagalog, Thai, and Yiddish.
REQUIRED SKILLS AND EXPERIENCE:
Minimum of five (5) years professional experience translating general and medical documents and presentations from English to their language and from their language to English.
Minimum of five (5) years professional experience interpreting in their respective language. Must be able to effectively interpret medical lectures at a fast pace. Requires full mastery of the languages spoken by both the student and speaker, knowledge of medical terminology, and a clear understanding of the role of interpreter.
Must be able to write, read, and be able to express medical words, phrases, innuendos and other linguistic nuances between languages on paper. Interpreters must be able to translate spoken words in two (2) directions, often using no resources or reference material bar their knowledge and expertise. Interpreters shall be able to find linguistic solutions to problems.
REQUIRED EDUCATION/CERTIFICATIONS:
Must possess a minimum of a Master’s Degree in Public Health, Epidemiology, Biostatistics or other master’s level degree as approved by USAFSAM/PHR and strong knowledge of epidemiology, biostatistics and public health.
CITIZENSHIP AND CLEARANCE REQUIREMENTS:
Must be a US citizen.
Must be ablt to pass a Tier 1 background check (T1).
