The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organisation, with a network of 192-member National Societies. The Syria conflict continues to be the largest and most complex humanitarian crisis in the world. It has resulted in the loss of hundreds of thousands of lives, the displacement of millions within Syria, and to neighbouring countries and beyond, along with severe damage to infrastructure, roads, buildings and livelihoods. Currently, over five million Syrian people are displaced in the Middle East and North Africa, including in Turkey, Lebanon, Jordan, Iraq and Egypt. Turkey alone currently hosts 4 million refugees and asylum-seekers, including over 3.6 million registered Syrian refugees, and some 370,000 registered refugees and asylum-seekers from other nationalities including Somalia, Iraq, Iran, and Afghanistan – making it the host country with the largest refugee population in the world.
Job Purpose
Reporting to the Delegate – ESSN Learning & Capacity Support, the Position incumbent is responsible for supporting delivery of ESSN Component C work. Working within the LCSEE unit, the Learning officer will lead collection and documentation of learning and capacity support processes including reports and provide administrative support to the rotational delegate scheme
The Learning Officer will work closely with relevant departments, including HR, Finance and Administration to support the HR and admin processes in relation to the ESSN Learning, Capacity Support and External Engagement Unit.
Job Duties and Responsibilities
Learning and capacity Support:
- Lead and support the organisation of events, seminars, workshops and trainings as agreed with the Learning & Capacity support delegate
- Review existing documentation and collect Learning data to inform tracking and improvement of the learning strategy
- Ensure proper and timely filing of key documents, presentations and correspondence as required
- Provide administrative and co-facilitation support during both online and face to face events.
- Develop an automated tracker for events data collection.
- Ensure collection of relevant data and updating of learning and capacity support tracker.
- Support collection of pre and post events data e.g TNA surveys, post training follow-up etc
- In close collaboration with workstream leads, provide support to support to Learning and capacity support activities
- Draft relevant reports as required by the learning unit
- In close collaboration with the Communications team, work on updating the Turkey Learning page on cash hub
- Provide administrative support to learning and capacity support consultants
- Ensuring excellent collaboration with other HR, Finance, Admin colleagues and other departments.
Rotational Delegate Scheme Administration
- In close collaboration with HR, follow on all aspects of Admin – Secondment agreement, agreement extension, personnel files ensuring that they are efficiently managed and completed for the Rotational Delegates
- Work with the HR to ensure compliance checks for Rotational Delegates candidates are completed before a final decision on the appointment
- When relevant, ensure that all Rotational Delegates have in-country ID CARD
- Support the coordination of the briefing process and welcome note for the Rotational Delegates
- Make regular updates of the leave status or leave planning system of the Rotational Delegates
- Work closely with the Administration Officer to make arrangements for travel, accommodation, and visa for incoming and outgoing Rotational Delegates as required
- In close coordination with the HR department, provide support on the Rotational Delegates health issues within Turkey
- In close coordination with the ESSN Manager and HR department, coordinate Rotational Delegates’ exit formalities with all Departments and turnover all Admin items before departure in collaboration with the other departments
Education
Required:
- University Degree in relevant area or equivalent combination of experience

- Minimum of 3 years of relevant Learning experience
- Facilitation Skills and experience
- Experience providing administrative support to deployments
- Experience of handling confidential information and employee relations matters
Preferred:
- Experience executing the training cycle – including processes such as TNAs and LNAs and tools such as Ms-forms, surveys etc
- Experience conduction MEAL for Capacity Support
- Experience with programme management tools e.g logframes, gant chats
- Experience of working for the Red Cross and Red Crescent
- Experience working with governmental and international non-governmental organizations, authorities and agencies
