Trust Consultancy and Development, founded on 15th June 2016, is an independent Third-Party Monitoring (TPM) and capacity development consultancy based in Turkey, providing a range of services to the whole of the MENA region and beyond. Our work addresses the growing demand for a range of TPM, needs assessment, external evaluation and capacity building services in development, humanitarian, business and governments. Main duties and responsibilities:

· Responsible for all final outputs and deliverables of TPM department

· Represent Trust as required for assigned projects, and manage relationships with clients and partners including government bodies, donors, UN agencies, NGOs, private sector enterprises and civil society associations

· Expanding the office capacity on business development and analytics.

· Develop and implement project management process improvements in TPM department and Trust as a whole

o Lead regular meetings between Operations and TPM departments for quality control and process improvement

· Implement and learn up to date research techniques and utilize best practices to deliver high quality research to our partners and to enhance research programs and operational performance

· Stay up to date on current literature and developments in Syria, Turkey, and countries Trust is active in

· Maintenance of a macro-level understanding of project objectives, client expectations and management priorities with the overall objective of balancing human resources, staff workload, budget, timeline and resource management.

· Project Management

o Manage all aspects of TPM projects, i.e. designing tools and methods, coordinating with the operations team responsible for data collection, conducting and present analyses

o Write inception and final monitoring/evaluation reports

o Conduct literature reviews

o Present proposed methodologies at kick-off meetings and findings at final verification meetings, respectively

o Ensure quality control is conducted and review incoming data of operations outputs

· Manage Research Teams

o Leading and motivating research teams

o Identify and liaise with external consultants supporting or leading research projects

o Establish and maintain communication with clients (NGOs, donors, etc.) throughout the project

o Review deliverables developed by Project Officers, including inception and final reports

o Provide supervision and quality control to Project Officers on quantitative and qualitative analysis

o Coordinate work flow with operations teams and external consultants

· Manage TPM HR

o Recruit TPM staff

o Mentoring the research officers and researcher teams on technical research skills including tool development, scripting, sampling, data cleaning, quality assurance, data analysis and report writing

o Conducting performance evaluations

· As needed, assist Business Development Officer in writing and developing proposal for new TPM opportunities

· Other tasks, as assigned by Trust CEO

Required skills:

· MA Degree in Development, Public Health, Social Sciences or other relevant subjects required

· Three to five years of professional experience in research and project management in a development or humanitarian setting

· Experience managing a team or acting as team leader for M&E activities/research projects

· Fluent/native English speaker

· Strong, demonstrable understanding of research and research methods, both qualitative and quantitative

· Extensive working knowledge of statistical packages such as Stata, SPSS, or R, with a strong preference for applicants who have experience with working with R

· Very strong Office package skills, including Excel skills

· Strong writing and editing skills

· Familiar with the monitoring and evaluation frameworks, theories, and standards

· Capable of managing diverse activities and multiple projects on a timely basis, prioritize effectively, and meet deadlines

· Excellent organizational skills and attention to detail

· Excellent interpersonal/communication skills and able to work in a multi-cultural work environment

· Experience managing intercultural team

· Able to work independently under remote supervision

Preferred Skills:

· Knowledge of Arabic or Turkish preferred

· Experience living or working in a low or middle income country, preferably in the MENA region

· Previous experience in monitoring and evaluation of development or humanitarian aid, either within an external consultant position or as M&E advisor within an NGO/INGO

· Working knowledge of GIS software
