Roia is an independent non-profit organisation harnessing the power of information and communications technology (ICT) to do good and improve lives in the most difficult circumstances. The Finance and Operations manager will report to the Chief Executive Officer (CEO). The F/O Manager will be a hands-on and participative manager and will lead and develop an internal team to support the following areas: finance, business planning and budgeting, human resources, administration, logistics, operations and IT.
The Finance and Administration manager will play a critical role in partnering with the senior leadership team in strategic decision making and operations as Roia Nonprofit continues to enhance its quality programming and build capacity. This is a tremendous opportunity for a finance and operations leader to maximize and strengthen the internal capacity of a well-respected, high-impact organization.
I. FINANCE MANAGEMENT AND CONTROLS:
a. To maintain financial systems and controls to ensure the efficiency, integrity and transparency of the office and sub-office operations in accordance with ROIA guidelines, national legal requirements and internationally accepted accounting standards.
b. To ensure all accounting records and supporting documentation for all financial transactions are maintained in a systematic order and in a safe and secure condition under the custody of the organization.
c. To provide ROIA with complete, accurate and timely financial reports, including institutional donor reports where required for all projects implemented in the country, in the required formats.
d. To maintain accurate and effective financial controls on all transactions incurred by the office and sub-offices as part of project implementation and other related costs.
e. To maintain effective control over cash and bank (ensure that cash in hand and bank reconcile with accounting records). Ensure that the office and sub-office funds are well managed and that adequate funds are available to meet the organization’s responsibility.
f. To provide quarterly and where required monthly financial reports to the ROIA Senior management.
g. To assist and support the Programs Manager and Country Director / CEO in ensuring that field expenditures meet ROIA and institutional donor requirements and remain within the approved plans and budgets.
h. To assist and support the Programs Manager and Country Director / CEO in the preparation of budgets for project proposals and annual field Organization / office budgets.
i. To ensure the effective and efficient working of budgetary, accounting, reporting and internal control systems for the Country, field and all sub-offices.
j. To liaise with external auditors, government departments, banks regularly.
k. To manage and undertake local internal audits of the country, field and sub-offices including implemented projects
II. Human Resources, Operations and Administration
a. Further develop Roia Non-profit’s human resources and administration, enhancing professional development, compensation and benefits, performance evaluation, training, and recruiting.
b. Ensure that recruiting processes are consistent and streamlined.
c. Establish and manage a comprehensive training program to educate employees regarding staff tools, policies, and procedures.
d. Oversee and administrate all operations with all external partners including third-party vendors and consultants.
e. Oversee administrative functions as well as facilities to ensure efficient and consistent operations as the organization scales.
f. Oversee and administrate Roia’s logistics, and legal operations.
III. COMPLIANCE AND STANDARDS:
a. Ensure that all ROIA Sub-offices in the country use and comply with ROIA guidelines while ensuring we maintain a good working environment in all workplaces/offices.
b. To ensure procurement is conducted according to ROIA standards as well as donor agency requirements.
c. To ensure that adequate measures are in place to safeguard the assets of the organization.
d. To ensure that contracts, leases and other agreements are properly prepared and updated so as to meet agency needs; including fair and reasonable commitments from service vendors; and to comply with legal obligations.
IV. CAPACITY BUIDLING:
a. To identify the needs and support development of staff and partners to increase their competence in preparation of financial reports, donor financial reports in line with donor reporting requirements.
b. To provide guidance and develop the finance staff of the Country, field office and sub-offices i.e. to build the capacity of staff to reconcile QuickBooks ledger entries to the Budget Versus Actual.
c. To participate in the recruitment, selection and induction of new finance staff.
d. To train staff and partners in budget preparation and monitoring.
a. To represent ROIA in relevant forums and contribute to technical interactions and discussions on the same.
